Job Description

The City of Ojai is now accepting applications for the Public Works Director position. Under general administrative direction, the incumbent plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, storm drains, solid waste management, street sweeping, special assessment districts, parks, equipment, trees, cemetery, and facilities; to coordinate engineering services and activities; to coordinate assigned activities with other City departments and outside agencies, and to provide highly responsible and complex administrative support to the City Manager.


SUPERVISION EXERCISED

Exercises direct supervision over management, supervisory, professional, technical, and administrative support staff.


EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Assumes management responsibility for all Public Works Department services and activities including streets, storm drains, solid waste management, street sweeping, special assessment districts, parks, equipment, trees, cemetery, and facilities.


Manages the development and implementation of Public Works Department goals, objectives, policies, and priorities for each assigned service area; established, within City policy, appropriate service and staffing levels; allocates resources accordingly.


Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workloads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.


Represents the Public Works Department to other City departments, elected officials, and outside agencies; explain and interprets Public Works Department programs, policies, and activities; negotiate and resolves sensitive, significant, and controver­sial issues.


Selects, trains, motivates, and evaluates Public Works Department person­nel; provides or coordinates staff training; works with employees to correct deficiencies.


Plans, directs, and coordinates the Public Works Department's work plan; meets with manage­ment staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.


EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Develops and administers major capital improvement programs/projects; coordinate development with City staff, property owners, consultants, and contractors.


Manages and participates in the development and administration of the Public Works Department budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expendi­tures; directs the preparation of and implement budgetary adjustments as necessary.


Coordinates the design of public works projects and facilities; oversees, administers, and coordinates contract engineering services in the approval of plans and specifications; oversees, administers, and coordinates construction activities and related department services.


Makes recommendations to other departments on various programs including capital improvements, facility maintenance, and operations.


Coordinates Public Works Department activities with those of other departments and outside agencies and organizations.


Serves as staff liaison to a number of boards, commissions, and committees.


Provides staff assistance to the City Manager and City Council; prepares and presents staff reports and other necessary correspondence.


Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to Public Works programs, policies, and procedures as appropriate.


Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works.


Responds to and resolves difficult and sensitive inquiries and complaints.

Administer and coordinate consulting City engineer, solid waste management, NPDES, landscape architect, architect, street sweeping, and other contract operational and professional services.


Work with community groups and advisory groups to build and develop successful community supported programs.


Manage employees and/or consultants involved in State or Federal grant activities.


Identify and respond to community and City Council issues, concerns, and needs.


Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommenda­tions in support of goals.


Research, analyze, and evaluate new service delivery methods, procedures, and techniques.


Prepare and administer large and complex budgets; allocate limited resources in a cost effective manner.


Prepare clear and concise administrative and financial reports.


Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.


Communicate clearly and concisely, both orally and in writing.


Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.



Minimum Qualifications:


Experience:

Eight years of responsible public works experience including five years of manage­ment and supervisory experience.


Training:


Bachelor's degree from an accredited college or university with major course work in public administration, business administration, civil engineering or a related field. A Master's degree is desirable.


License or Certificate:


Possession of, or ability to obtain, an appropriate, valid driver's license.


Registration as a Professional Civil Engineer in the State of California is desirable.


Special Requirements:

Essential duties require the following physical skills and work environment:


Ability to work in a standard office environment; ability to travel to different sites and locations.


Compensation & Benefits

Salary:$137,829.71- $167,532.76 annually

Deferred Comp: ICMA; City matches lesser of 3% of salary or $200/month.

Retirement: City participates in California Public Employee Retirement System (PERS) and Social Security.

Health, Dental, Vision, Disability: Participation in PERS health plans; City pays 100% employee and 80% of dependent premium up to PERS Choice rate; City pays 100% of the employee premium for dental and vision. City paid short- and long-term disability and life insurance.

Holidays: 13 Holidays

Vacation: Initial 88 hours per year with subsequent additions for longevity.

Sick Leave: 96.0 hours per year.

Life Insurance: City paid, $30,000 Life plus ADD


Post-Employment Benefits Program: Employees hired after Nov. 1, 2010, who work 10 years continuously and retire from the City, will be eligible to participate in the CalPERS health plans after retirement; City pays the "Employer Minimum Contribution" toward the retirees' premium.
