SECTION I-JOB DESCRIPTION


SUMMARY: Under the supervision of WIC Director or designee, is responsible for ensuring the delivery of program services are performed in compliance with federal, state and county policies and procedures. Duties include planning, coordinating, evaluating clinical, breastfeeding and nutrition services in a remote clinic setting and at clinic sites in-person, when deemed necessary. As a remote CA, will be responsible for

conducting certification of WIC applicants for program eligibility based on income screening, nutrition screening and nutrition assessment. Income screening responsibilities include performing income assessment, verifying proof of residency, and following through with clinic supervisor/CA/WCS II to ensure client services have been met. Provide daily spreadsheets and communicate via email to clinic supervisors/designees on clients that have been screened, counseled and ready to process. The CA will prepare and maintain reports and records of clients processed and provide periodic reviews conducting regular self-audits of completed client certifications. Nutrition screening responsibilities include obtaining/performing a diet recall, diet history, anthropometric measurements, hemoglobin reading and medical history. Nutrition assessment responsibilities include qualifying clients based on a nutritional risk that involves diet, anthropometrics, hemoglobin levels, medical history and basic nutrition counseling. Other responsibilities include following the referral program which involves counseling medium risk clients and referring high risk clients to a Registered Dietitian for further counseling. The CA will be responsible for participating in breastfeeding promotion, breast pump screening program, issuance, and instructions of multi-user, single-user, and manual expression pumps.


ESSENTIAL FUNCTIONS:


  1. Employee will accurately document all time worked.
  2. Report directly to WIC Director or designee.
  3. Adhere to Cameron County, Department of State Health Services (State) and Cameron County Public Health WIC Program (Local) policies and procedures.
  4. SMILE, greet clients, answer phones, explain procedures and provide WIC services in a professional and courteous manner as well as establish rapport within organization and general public.
  5. Screen income and residency using WIC policies and procedures to assess eligibility for applicants using WIC policies and procedures.
  6. Perform initial evaluations of client screening and screen income and residency using WIC policies and procedures to assess eligibility for applicants using the myWIC app.
  7. Coordinate with supervisors and designees to ensure client services have been met and follow up with clients pending information or needing reassessment.
  8. Contact clients from clinics daily and do regular follow ups to obtain additional information or missing information needed for eligibility.
  9. Provide daily spreadsheets and communicate via email to clinic supervisor and designee of clients that have been screened, counseled and ready to process.
  10. Provide remote nutrition education counseling to clinics when deemed necessary and/or assigned by WIC Admin.
  11. Prepare and maintain reports and records of clients processed and provide periodic reviews conducting regular self-audits of clients that have been assisted remotely.
  12. Complete non-contract formula approval training to be able to offer clinics assistance when formula approvals are needed. Upon training completion, process a non-contract formula request following State and Local policies and procedures.
  13. Adhere to Cameron County, Department of State Health Services (State) and Cameron County Public Health WIC Program (Local) policies and procedures.
  14. Maintain knowledge of Department of State Health Services and WIC immunization policies and procedures.
  15. Must be able to screen/review immunization records to determine immunization status.
  16. Request and document a dietary intake and perform diet assessment when necessary.
  17. When assigned, must travel and work in other clinic sites as deemed necessary.
  18. Obtain and document all pertinent medical history and medical conditions that apply to client.
  19. Counsel participants on nutrition and breastfeeding education.
  20. Must assess and issue appropriate nutritional risk codes to qualify clients during certification.
  21. Must be able to select and issue appropriate WIC food packages and nutrition education codes.
  22. Must follow referral program guidelines for medium and high risk clients for nutrition counseling.
  23. Refer to appropriate agencies/programs to benefit the participant.
  24. Participate in nutrition and breastfeeding education trainings to keep abreast of current advances.
  25. Must complete training on Principles of Lactation Management and/or Breastfeeding Management.
  26. Perform breast pump issuance, inventory control, retrieval, basic troubleshooting, assembly, use, and cleaning.
  27. Must be able to assess and resolve short-term breastfeeding concerns and other special circumstances as deemed necessary when counseling clients.
  28. Follow the "Value Enhanced Nutrition Assessment" (VENA) protocol while conducting certification counseling and document accordingly within TXIN system.
  29. Interpret policies, functions and philosophy of the department to professional and lay groups.
  30. Report any abuse of WIC property and violations of policy or codes encompassing WIC and/or Cameron County.
  31. Promote nutrition through participation in community activities such as health fairs and presentations for programs such as the Head Start Program.
  32. Must comply with current Department of State Health Services Immunization Guidelines and maintain current immunization record.
  33. Obtain and document weigh and measurement (height/length), BMI following policies and procedures.
  34. Must be able to perform hemoglobin procedures to obtain hemoglobin values and assess for nutritional risk.
  35. Conduct nutrition education classes for women, infants and children.
  36. Follow Client Centered Nutrition Education (CCNE) ethics while conducting classes.
  37. Have no vested financial interest in WIC.
  38. Registered Dietitians:
  • Must maintain coordination with the Nutrition Education Coordinator.
  • Conduct high-risk individual counseling to participants.
  • Must assist with the training and supervision of the WCS Program as per State WIC Policy CS: 16.0.
  • Conduct nutrition in-services for WIC Staff.
  • Attend and promote nutrition community activities such as health fairs, head starts, and businesses.
  • Develop new nutrition education classes.
  1. Other duties as assigned.

SECTION II-JOB REQUIREMENTS


EDUCATION AND EXPERIENCE:

Bachelor's degree with twenty-four semester hours of course work in food and nutrition from an accredited college or university, or License Vocational Nurse certification or certification of Dietetic Technician Registered. Two years of public health service which shall have been in a health or college setting preferred.


Registered Dietitians and Dietetic Technicians, Registered must be credentialed by the Commission on Dietetic Registration, the credentialing agency for the Academy of Nutrition and Dietetics.


KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to communicate well verbally and in writing. Knowledge of foods and nutrition. Knowledge of management techniques and procedures. Ability to read and understand technical materials. Ability to relate to individuals of varying socioeconomic and cultural backgrounds. Ability to establish and maintain effective interpersonal relationships. Ability to evaluate information accurately and objectively. Ability to apply interpretations of federal, state and local regulations. Ability to delegate duties appropriately. Conforms to acceptable manner and behavior as outlined in the Personnel Policies of Cameron County.



SPECIAL REQUIREMENTS:

Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.e., Saturdays and Sundays). Criminal background check is required for employment or continued employment.


PHYSICAL DEMANDS:

Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.

CONTACTS:

EXTERNAL CONTACTS:

Occasional contact with other health, social and educational care agencies, and outside organizations. Frequent contact with clinic clientele. Communication is via telephone, written communication and face to face.

INTERNAL CONTACTS:

Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding operations issues. Constant contact with County Personnel. Communicating is primarily face-to-face, via telephone and through written communication.


RESPONSIBILITY:

Comply with Cameron County, Cameron County Public Health and Department of State Health Services rules/regulations and display a positive public image. As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding.
