Loch Harbour Group is seeking a Senior Special Programs Subject Matter Expert (SME) for T&E to support the Air Force and Test Evaluation (AF/TE) Directorate. Job Duties Job duties include supporting the following: Provide technical and administrative assistance in the conduct of classified AF foreign materiel program (FMP)-related activities concerning ground and airborne electronic components, subsystems, and systems. Provide advice on, administer, and perform work involving the application of knowledge of analytical/scientific fundamentals related to aerospace weapon systems. Create or review technical documentation and formulate technical concepts and methodologies on FMP tests or projects. Typical documentation includes mission/system requirements and specifications, acquisition and exploitation plans, test plans, test reports, and other applicable documents. Perform FMP weapon system acquisition and exploitation design and analysis. Collect requirements, develop funding strategies, and recommend development, initiation, approval, change, transition, modification, or termination of foreign materiel acquisition and exploitation programs. Perform system analytical techniques and apply management principles to determine optimum, cost-effective technical investigation approaches and procedures for achieving FMP objectives. Review, evaluate, recommend, and disseminate FMP procedures concerning the planning and execution of foreign materiel acquisition and exploitation programs. Advise on policy for the acquisition, exploitation, and siting of foreign threat systems in support of DoD and AF weapon systems' research and development, test and evaluation, and operational tactics development and training initiatives. Serve as key analyst and recognized expert on air-to-air and air-to-ground combat operations and weapon systems. Provide advice and insight about alternative courses of action in support of FMP and test projects primarily relating to the estimation of operational effectiveness, operational suitability, and military utility, as well as development and application of new and modified tactics. Perform analysis of FMP acquisition and exploitation programs to ensure conformance with technical and programmatic requirements. Ensure FMP budget addresses overall program accomplishment (i.e., acquisition, exploitation, siting, testing, and sustainment of FMP assets). Identify, track, resolve, and report foreign materiel weapon system capabilities and vulnerabilities. Evaluate impacts of new technologies on existing and future foreign materiel program policies, projects, and procedures. Structure potential acquisition, exploitation, and test options and/or solutions for identified resource shortfalls or limitations. Perform concept studies including the feasibility, definition, risk assessment and development of alternative approaches. Prepare and maintain project planning documentation, presentation material, and program research. Ensure proper Air Staff coordination on foreign materiel requirements documents, acquisition/exploitation/test plans and reports, and other documentation. Apply technical and program expertise to review, approve, coordinate, and comment on plans and reports. Support may include rewriting, updating, or other administrative tasks. Education Master’s Degree Required Experience / Requirements 15 Years' relevant experience in the Foreign Material Program (FMP) and the Air Force Intelligence community Experience within the last ten (10) years in the following:Planning and execution of airborne foreign materiel acquisition (FMA) and foreign materiel exploitation (FME) programs Managing airborne FMA and FME programs to ensure they are meeting current guidelines and regulations, and identifying limitations, shortfalls and solutions within these programs Knowledge of the workings of the Air Force, Joint and National intelligence communities in order to integrate TEZ requirements into their respective systems Collecting requirements and developing strategies for airborne FMA & FME initiatives, to include staffing, funding and legal priorities Reviewing, evaluating and disseminating FMP products Develop and present briefings on the FMP mission to USAF units and senior USAF leaders Top Secret Clearance (Required)
