Position Description

The National Radio Astronomy Observatory (NRAO) is a prestigious and diverse research facility that plays a vital role in the study of the universe. At the NRAO, we have an employment opportunity for a Site Human Resources Manager at our Green Bank, West Virginia location. The Manager will be directly responsible for the overall administration and coordination of assigned site human resource functions, and assists the HR Department with specialized services and long-range planning. The Site HR Manager serves as a trusted advisor and counsels the Site Director, develops strategic staffing models for evolving projects, serves as the Diversity & Inclusion advisor for site management, orchestrates long-range staff communication and development. The Site HR Manager serves as the initial point of contact for employee relations issues; assure compliance with Employment law, the Fair Labor Standards Act, and Equal Employment Opportunity/Affirmative Action; conduct investigations, as appropriate; as well as coordinate and provide training programs related to Human Resources.

This position will require on site presence at the Green Bank Observatory in Green Bank, WV. Opportunity for a limited telework arrangement may be considered after six months of employment.

What You Will be Doing:

Responsibilities will include, but are not limited to:

  • Planning, organizing and overseeing all site HR initiatives/activities. Participating in developing and reporting of HR Department goals, objectives and systems as directed by the HR Director.
  • Overseeing the recruitment and onboarding process from start to finish by actively sourcing candidates, including posting job requisitions (internally and externally), reviewing resumes, coordinating interview schedules, coordinating and participating in search committees, preparing and extending offers of employment, and planning for the successful onboarding of new hires.
  • Managing college relations program (Co-Op, Internships, etc.) and apprenticeship programs.
  • Counseling and providing advice to management and employees on HR related issues. Counseling supervisors on the performance, discipline and separation process.
  • Providing guidance to staff exiting or retiring from Observatory service (both medical retirement eligible and non-eligible staff).
  • Serving as the professional liaison with Observatory headquarters in the administration and implementation of Observatory policies and guide management on HR related matters. May recommend and participate in the development of new personnel policies and procedures.
  • Work with HR Compensation coordinating compensation information and tasks related to employment.
  • Providing support with Merit Review, Equity Review and Promotion Review processes.
  • Administering Benefit programs to ensure that employees understand and fully utilize benefits, help facilitate the resolution of benefit vendor disputes, communicate changes, arrange for annual enrollments and monitor leave programs.
  • Providing guidance to managers and employees on FMLA, LTD, Benefits and other employment related matters.
  • Providing guidance and support to the deceased employee family members in resolving benefit and final payroll matters.
  • Responsible for the succession planning initiatives and strategies at their site as well as providing guidance to other Observatory management.
  • Ensure adherence to legal requirements regarding HR related matters and records/documents/policies.
  • Will be responsible for one or more specialized organizational-wide service function such as training and development, performance management, policy and compliance, or the work authorization process for non-US hires.
  • Serves on the Professional Development Committee, reviews applicants, assigns awards, and tracks participation. Participates as needed in response to request for information for presentations or in any audit process.
  • Proactive compliance with Observatory and government safety policies and procedures in work area is expected
  • May supervise support staff.

Work is typically performed in an office setting within a research or development environment. May occasionally be required to perform job duties outdoors at the operations site in order to interact with employees.

Who Are You

  • You have a Bachelors degree
  • You have at least seven (7) years of relevant experience

While not required, you may have a SPHR or PHR certification.

  • Must possess excellent organizational and problem solving skills; have the ability to effectively multi-task, respond to priorities, and complete tasks on time with no direct supervision.
  • Intermediate to advanced skills in Microsoft Office.
  • Must possess a valid driver's license. Some travel is required.

In addition to competitive pay and benefits, NRAO provides excellent paid time off (13 holidays, up to 24 vacation days and 15 sick days per year, time off for doctor/dentist visits, and 8 weeks of parental leave). Medical, dental and vision plans are effective on the first day of employment. NRAOs retirement benefit contributes an amount equal to 10% of a qualified participants base pay with no required employee contribution; we also offer an optional supplemental, tax-deferred plan for employee retirement contributions.
