Job Description:

L3Harris is seeking a Principal Program Manager that directs all phases of programs from inception through completion. These programs involve engagements with multiple USG organizations, primary with the USMC and NAVAIR and primes, as well as managing competitive pursuits and shaping follow on value added ECPs.  Experience leading development programs is required, with demonstrated success in transitioning them to programs of record, in partnership with USG stakeholders and industry partners.  This program manager will drive program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow. Is responsible for the cost, schedule, and technical performance of programs.

  • Demonstrated Leader with actual results in leading a development program from start-up to full rate production.
  • Experience with optical communications.
  • Provide leadership and build strategic direction in conjuntion with government leaders for a premier program providing communications for deployed USMC units.
  • Able to grow new business from a prime contract. 
  • Experience leading major subcontractors and suppliers.
  • Understanding and managing supply change and procurement.
  • Experience in managing and minimizing the impact of obsolescence and diminishing military sources (DMS).
  • Demonstrated succsess in leading, cross-functional teams, with remote team members.
  • Owns a track record of achieving efficiencies and cost savings in production.
  • Leads negotiation of contract and contract changes.
  • Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract. 
  • Strong relationship builder and communicator; communicates effectively within and outside of L3Harris, including strategic partners in industry and Government.
  • Demonstrates strong negotiation skills, with ability to work toward win-win solutions.
  • Financial analytical skills and advanced experience with MS-Excel, including practical experience with VBA for Excel.
  • Gains and maintains high trust and confidence with Government customers, L3Harris leadership and program teams.
  • Provides leadership across the business area on developing open and resilient integrated mission systems.
  • Extensively analyzes problems to seek understanding of the root cause of the problem, including broad-based consideration of relevant variables.
  • Strong technical and business background to evaluate and adjust win strategies, and proactively make recommendations to leadership.
  • Develops specific courses of action in program execution and capture planning, that yield predictable results and profitable return on investment.
  • Ability to obtain and maintain USG Secret clearance
  • Ability to travel domestically and internationally as needed

 

Basic Qualifications:

  • Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience.  In lieu of a degree, minimum of 16 years of prior related experience.

 

Preferred Qualifications:

  • Experience leading development programs in fiber optic communications.
  • Experience increasing profitability on large scale manufacturing is preferred.
  • Experience accelerating delivery dates and improving yields.
  • Experience with earned value program management and risk management is preferred.
  • Background in Engineering and/or technical development is preferred
  • Current or in-scope TS/SCI security clearance is preferred.
  • Ability to gain Special Access (SAP) security clearance.
  • Graduate Degree is preferred.
  • Experience with earned value program management and risk management is preferred.
