NATURE OF WORK

Under limited supervision, maintains and enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resource policies, programs, and practices. Maintains compensation by evaluating, recommending, and administering benefits programs.

ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Obtains and evaluates benefits bids; recommends benefit programs and options;
  • Implements human resource strategies by establishing employment processing, health and wellness benefits, records management, safety, and labor compliance.
  • Assists employees with benefit; responds to questions resolves issues; interprets policies and procedures.
  • Maintains payroll information; directs the collection, calculation, and entry of data; updates payroll records as appropriate.
  • Researches and stays apprised of new employment legislation; implements necessary changes to County personnel policies; monitors and ensures the County’s compliance with employment laws and applicable regulatory requirements.
  • Provides assistance in developing human resources policies and procedures; reviews policies and recommends policy additions and/or amendments as required.
  • Prepares and maintains a variety of human resources records, reports, and documentation; collects and analyzes various human resources data.
  • Verifies timecards for payroll processing; calculates personal and catastrophic leave accrued; completed wage garnishment requests; adjusts payroll records as needed; directs the production and issuance of paychecks and electronics transfers to bank accounts.
  • Audits payroll accounts; identifies and resolves discrepancies; initiates accounting system journal entries; reconciles benefits accounts and approves billing statements.
  • Performs other duties as assigned.

WORKING ENVIRONMENT / PHYSICAL DEMANDS:

Work is performed in a standard office environment and involves sitting for extended periods of time, standing, walking, bending reaching, and lifting of objects up to 25 pounds.

EMPLOYMENT STANDARDS:

Associate’s degree in Human Resources Administration or related field; AND five (5) years of human resources or management experience.

Depending on area of assignment, a valid Driver’s License, Notary Public License, and/or other specialized certifications may be required.

KNOWLEDGE AND SKILLS REQUIRED:

Knowledge of:

  • County policies and procedures.
  • Principles and practices of human resources administration.
  • Employment laws and regulations governing human resources operations.
  • Benefits administration principles.
  • Processes for preparing and administering budgets.
  • Human resources records, reports, and documentation.
  • Supervisory principles, practices, and methods.

Skills in:

  • Directing and overseeing the County’s human resources operations.
  • Monitoring and maintaining compliance with employment laws and regulations governing human resources programs and activities.
  • Developing, implementing, and administering human resources plans, policies, and procedures.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively verbally and in writing.
  • Developing and administering budgets and monitoring expenditures.
  • Supervising, leading, and delegating tasks and authority.
