Job Description:  

The Chief Systems Engineer/Architect - Systems Engineering, Electronic Warfare – Survelliance Solutions Division responsibilities will include providing technical direction to all current enterprise programs, leading the achitecture development of all new enterprise pursuits, providing customer briefings on current programs and additionally on new technology and where it can be applied.  The position involves close collaboration with other L3H programs to ensure commonality in system designs and opportunity for growth where possible. The position will also provide coaching and development for the enterprise engineering staff as well as oversight and direction for the entire enterprise. This position will report Sr. Manager (Engineering Management) in the EW Divison for the ACS Sector.

 

Essential Functions: 

  • Ability to lead a large technical team across all engineering and drive the execution of programs in our Surveillance Solutions Division
  • Understand customer mission, customer sets, drives technical strategy within the enterprise
  • Must be able to effectively interface with program management and customers.
  • Supports new pursuits for the enterprise to include all phases of campaigns and proposal processes, serve as a technical leader for new pursuits.
  • Strives for improvement and continuous development, candidate should want to increase their knowledge base and look for growth opportunities.
  • Provides guidance, coaching and training to other employees across the company within area of expertise. Responsible for managing large, complex project initiatives of strategic importance to the organization, involving large cross-functional teams.
  • Responsible for improving upon existing processes or establishing new systems using significant conceptualizing, reasoning, and interpretation. Develops or champions new concepts or technologies. Opportunities for problem solving and innovation are often complex, requiring broad-based consideration of variables that impact multiple functions and/or businesses. Extensively analyzes problems to seek understanding of the root cause of the problem.
  • Must have a strong set of core competencies including Problem Solving, Team Leadership, Strategic Thinking / Planning, Communication, IPT / Cross Functional Behavior, Accountability, Critical Thinking, and the highest level of Ethical Conduct.
  • Support/lead integration and test of Reconnaissance Systems and related hardware/software/firmware subsystems/sub-components/products
  • Support/lead data analysis and modeling and simulation to find underlying root cause of issue and/or to guide design.
  • Interpret and evaluate requirements from the customer and breakdown for lower-level assemblies.

Qualifications: 

  • Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
  • Bachelor’s degree in engineering
  • Active Secret Security clearance
  • Requirements generation experience 
  • Experience with Radar and Reconnaissance Systems, Multi-Function Radars
  • Experience with data analysis and/or modeling and simulation (e.g., with MATLAB/python)
  • Experience on Hardware / Software Engineering development efforts
  • Experience on Hardware Environmental and EMI Qualification testing efforts
  • Experience with concepts in digital signal processing and RF system design

Preferred Additional Skills:

  • Experience working on aerospace/defense electronic systems (e.g., electronic warfare systems, radar, missile guidance, missile defense)
  • Experience in the System Design of Embedded System Architectures
  • Hands-on experience with commercial RF/EE test equipment/devices (e.g., signal generator, spectrum analyzer, oscilloscope, network analyzer, attenuators, amplifiers, etc.)
  • Effective communicator in a multi-disciplinary team environment            
  • Familiarity with Digital Engineering, Model Based System Engineering (MBSE), and System Simulation
  • Understanding of Cyber Security best practices
  • Competency making decisions with imperfect and incomplete information
  • Demonstrated ability to deliver and sustain measurable results
  • Ability to coach, mentor and build relationships with external organizations
  • Ability to obtain higher level security clearance if needed
  • Experience with both fixed-price and cost-plus programs with government customers
  • Organized and detail oriented.

In compliance with pay transparency requirements, the salary range for this role is $147,000 - $273,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
