South Central Human Relations Center is a local mental health clinic that provides a comprehensive range of mental health care services for adults and children. We became a Certified Community Behavioral Health Clinic (CCBHC) in 2021 and we employ over 140 staff in 15 programs in Waseca, Steele, and Dodge Counties.

(Position): Compliance and Technology Coordinator

Reports To:
Human Resources Director

SUMMARY

The Compliance Coordinator is responsible for facilitating the development, implementation, and management of all compliance programs for the organization. This position will lead the agency in HIPAA (Health Insurance Portability and Accountability) and Fraud, Waste and Abuse compliance and enforcement activities; contract management; and technology and IT services.

PRIMARY RESPONSIBILITIES

HIPAA Privacy and Security
Maintain current knowledge of applicable federal and state privacy laws
Monitor advancements in information privacy technologies to ensure organizational adaptation and compliance
Oversee, direct, deliver, or ensure delivery of initial privacy training and orientation to all employees, volunteers, medical and professional staff, as well as ongoing periodic security training
Maintain and update policies and procedures, including administrative security, personnel security, physical safeguards and technical security, and transmission security.
Oversee ongoing privacy monitoring, including: periodic information security risk analysis; functionality and gap analyses to determine the extent to which key business areas and infrastructure comply with statutory and regulatory requirements; and review of new information security technologies and countermeasures against threats to information or privacy.
Investigate and act on matters related to compliance (e.g., responding to reports of problems or suspected violations) and any resulting corrective actions, including completing a process for receiving, documenting, tracking, investigating, and taking action on all complaints concerning the organizations privacy policies and procedures, or fraud, waste, and abuse, in coordination and collaboration with other similar functions and, when necessary, legal counsel
Complete breach and risks assessments for possible violations and report as required

Respond to government investigations and queries as the principal point of contact and cooperate with the Office for Civil Rights, the State Attorney General, and other legal entities and organizational officers in any compliance reviews or investigations
Ensure the prevention, detection, containment, and correction of security incidents, including auditing of electronic systems, as well as internal compliance review and monitoring activities of personnel.
Stay abreast of current and future requirements for CMS (Centers for Medicare and Medicaid Services) payment programs and reporting requirements

Contract Management
  • Assist with developing, organizing and maintaining third party contracts
  • Create BAA contracts with new Business Associates; track and update as necessary
Information Systems

Assist contracted IT support with planning, prioritizing, and implementing IT systems

Review hardware and software acquisition and maintenance contracts

Ensure IT system operation adheres to applicable laws and regulations

Promote and oversee strategic relationships between internal IT resources and external entities, including government, other providers, collaborative initiatives, vendors, and partner organizations

Point person for contracted IT support and other technology services

Ensure continuous delivery of IT services through oversight of service level agreements and monitoring of IT systems performance

Electronic Medical Records

Secondary System Administrator

Set up new staff in EMR

Oversee the privacy requirements are being met

Create and revise service documents for use in the system by all departments

Keep up to date with changes to system and implications for our company and

JOB SPECIFICATIONS

Education, Experience, and Credentials

  • A bachelor's degree in in a Health and Human Services field or relevant field. Masters degree preferred.
  • Minimum of three years of experience in financial, legal, compliance, or audit roles, preferably in a healthcare setting.
  • Certified in Healthcare Compliance or other professional compliance certification preferred
Knowledge, Skills and Abilities

High ethical standards and honesty.

Ability to lead all aspects of compliance and confidentiality across the agency.

Possess a high level of human relation skills.

Effective organization and time management capabilities.

Current knowledge of healthcare regulatory and compliance issues.

Strong verbal and written communication skills and the ability to communicate and work effectively with all levels of staff and management.

The ability to work both independently and as part of a team.

Knowledge of personal computer operation and Microsoft Office applications.

Strong analytical and problem-solving skills.

Must possess a valid drivers license and a willingness to travel as needed

PHYSICAL REQUIREMENTS

Must be able to walk, sit, stand, crouch, twist, bend, reach overhead, maneuver stairs and stretch in a manner conducive to the execution of daily activities. Must be able to move around the office daily. While performing the duties of this job, the employee must communicate with others and exchange information. This is primarily a sedentary position (standing and/or sitting). Employee regularly operates a computer and other office equipment on a daily basis. Occasional bending and lifting of office materials up to 30 lbs.
