Overview:

The GovCIO company is currently seeking an experienced Information Technology (IT) Program Manager for duty within the Veterans Administration's Network Engineering Design Implementation and Infrastracture Services (NEDIIS) Program. In this role, the Program Manager will be responsible for managing a team of 200+ IT professionals, implementing network security technology related projects, daily administration of overall programmatic operations, creating and delegating tasks and projects for team, handle personnel issues and work with all entities of the VA to ensure program stability. 

Responsibilities:

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
  • Supervise and provide guidance to Engineering, Operations and Support services in a Network Operation Center (NOC) environment.
  • Will have direct oversight of all Network Operations projects 
  • Enforce GovCIO, VA NOC, and intra-team policies and performance standards.
  • Interact daily with SalientCRGT and VA management to interpret their needs and requirements.
  • Maintain existing and develop new processes and procedures to improve intra and inter-team operability and communication.
  • Maintain and create intra-team knowledge articles to include network flow diagrams, databases, documents, etc.
  • Participate in Management meetings for status briefing of current tasks and projects.
  • Communicate effectively with Primary Program Manager and other project participants to provide assistance and support.
  • Review deliverables and initiate appropriate action.
  • Participate in Change Control technical assessment and review.
  • Provide mentorship to team personnel.
  • Assign responsibilities and monitor tasks and project status.
  • Assess employee capabilities and recommend training to encourage growth.
  • Operational administration of VA Trusted Internet Gateway (TIC) technological solutions.
  • Ability to diagnose and remediate network security service issues.
  • Customer service oriented with professional temperament
  • Good oral and written communication skills, and ability to address conflict with others constructively.
  • Knowledge of Project Management methodologies and techniques.
  • Ability to handle multiple concurrent tasks and projects.
  • Strong knowledge of LAN/WAN concepts and IP routing protocols.
  • Leadership skill and decision-making ability with excellent time management and organizational skills.
Qualifications:

Bachelor's with 12+ years (or commensurate experience)

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range: USD $124,540.00 - USD $199,260.00 /Yr.
