Job Description

DEFINITION
Under supervision, performs maintenance and repair work to machinery, equipment, and related facilities in the County prison. A position in this class works in heating, ventilation, refrigeration, electrical, electronic, and other areas. Work includes the assignment and direction of inmates engaged in a variety of ancillary tasks.

SUPERVISION RECEIVED
This position reports directly to the Corrections Operations Associate Supervisor.

SUPERVISION EXERCISED
This position exercises no supervision, except in the assignment and direction of inmates engaged in a variety of ancillary tasks.

ESSENTIAL DUTIES OF THE POSITION
Receives job orders or notices of malfunction and tours assigned area to identify needed repairs.

Reads gauges and/or checks general status of facilities; inspects and tests item, mechanism or structural component to identify source of problem or other repair needed and recommends internal job accomplishment or referral to external service personnel. This includes the shutoff of power, with other building personnel and those in affected area.

Follows standard safety practices, including safeguarding building users, visitors or inmates; finishes or inspects job to insure proper operation of item and conformance to accepted standards or refers to higher level personnel.

Keeps records of jobs performed, materials used and related information.

Services, removes, repairs, replaces, tests and operates specialized equipment such as industrial laundry and kitchen equipment, heating, electric and electronic locks, and general equipment such as door closers, lights, blowers, and mechanical tools. Makes repairs to structural components of various facilities such as buildings and pavement, and/or may service, remove, repair and replace doors, windows, walls and partitions, masonry and related elements.

Develops work assignments for assigned inmate staff and demonstrates operations and instructs newly-assigned inmates in various aspects of carrying out and cleaning up after jobs.

Oversees work being accomplished and overall activities; recognizes, or receives reports of disputes among inmates and resolves or secures assistance from correctional officers; prepares reports of activities, incidents and other situations requiring documentation.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE -
Completion of a high school, or general equivalency, diploma; AND

Specialized training in the heating, ventilation and air conditioning trade preferred; AND

At least two (2) years of full time, or full time equivalent, experience in equipment and facility maintenance or repair work which has included substantial involvement in troubleshooting jobs and/or overseeing other workers; OR

Post high school training in the heating, ventilation, and air conditioning trade may be substituted for up to one year of the general work experience requirements.

CERTIFICATION/LICENSE - Employees assigned to this title will be required to possess and maintain a valid and current motor vehicle driver's license with an acceptable driving record; AND

Must maintain annual certifications in First Aid, CPR (Cardio Pulmonary Resuscitation) and AED (Automated External Defibrillation).

BACKGROUND INVESTIGATION - As a post-offer, prerequisite for appointment, appointees must pass a criminal history check and a drug test.

Employees assigned to this title will be required to submit to a criminal background check and child abuse clearance at least every three (3) years, per PREA (Prison Rape Elimination Act). Employees will be required to stay aware and adhere to PREA regulations and understand the circumstances of said Federal Regulations.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of principles, practices, methods and techniques commonly employed in mechanical and structural maintenance and repair work.

Thorough knowledge of the tools, materials, and safety precautions of mechanical and structural maintenance and repair work.

Basic knowledge of corrections goals and objectives pertaining to security and the care and custody of inmates.

Ability to learn the rules and regulations commonly employed in correctional institution operations.

Ability to demonstrate, instruct, and oversee the work of a number of inmates performing a variety of tasks in a moderately unstructured setting with potential for disturbances.

Ability to lift, carry and maneuver into position a variety of heavy and/or unwieldy tools and materials.

Ability to perform work in small or confined spaces and/or in elevated areas (such as a roof, scaffolding, man-lift, etc.)

Ability to establish and maintain effective working relationships with associates, contracted service personnel and inmates.

Ability to record activities and prepare reports from such records.

Ability to establish priorities and organize workload.

Ability to read electrical schematics.

Ability to operate a personal computer to enter information into and secure information from established programs.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic's tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance, electronic vehicle diagnostic equipment, telephone or cell phone, personal computer, calculator, mobile or portable radio.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl.

The employee must occasionally lift and/or move up to twenty-five (25) pounds and occasionally lift weight up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

While performing the duties of the job, the employee frequently works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals.

The noise level in the work environment is moderately noisy.
