The Civil Engineer II has an integral role in managing all aspects of Capital Projects including the scope, schedule and budget ensuring appropriate design & construction of City infrastructure. Responsibilities include serving as a leadworker for project engineers and technicians, development of contract documents, planning and designing transportation and utility infrastructure, managing budgets and change orders, and resolving design and construction issues.
The next Civil Engineer II will have a unique opportunity to significantly influence the infrastructure of the City of Corvallis. Significant projects include seismically resilient water transmission mains and collector/arterial street reconstructions with an annual Capital Construction budget of $30M to $50M.

Must meet all qualifications and requirements as listed in the .
Bachelor's degree in civil, environmental, or construction engineering and four years of experience in municipal engineering or construction management, or equivalent combination of eight years of education and experience.
Ability to read, interpret, apply, and explain technical documents, construction standards, City's Land Development Code and Comp Plan, contract language, Council policy, City, State, and federal utility/environmental/transportation regulations to diverse audiences that include various educational and technical backgrounds. Ability to develop standards that are used City-wide.
Thorough knowledge of City construction-related codes, standards, and ordinances within the probationary period.
Knowledge of project budget administration and management, including local, State and federal requirement and regulations.
Knowledge and ability to apply principles and practices of traffic engineering, including design and operation of traffic signal devices, lighting and control for incumbents assigned to traffic engineering.
Effective written and oral communication skills including ability to speak in public and facilitate public meetings. Effective negotiation skills. Ability to communicate with a wide variety of people including the ability to communicate technical information to a non-technical and wide variety of audiences. Ability to resolve conflicts and issues in a fair and impartial manner.
Ability to lead the work of Civil Engineer I and Engineering Technician III positions.
Ability to prioritize resources to obtain maximum benefit, manage multiple projects and details, work under constant deadline pressure, and adjust to changing priorities, address the immediate needs of contractors and outside agencies, and ensure project delivery on time and within budget, as well as appropriate and responsible use of public funds.
Ability to independently research and develop solutions to engineering problems, present information or recommendations to various audiences, decide on scope of work and acceptability of work for contracted projects, and communicate an action or decision in a manner that mediates adversarial situation and facilitates consensus and decision making.
Ability to effectively schedule, organize and manage a workload of various functions on multiple fronts.
Ability to get along well with coworkers and the public and maintain effective work relationships.
Ability to use a computer for extended periods of time to perform essential functions of the position.
Thorough knowledge of traffic laws and defensive driving.
Special Requirements
Possession of and the ability to maintain a valid Oregon Drivers License.
Ability to obtain Oregon Department of Transportation Certifications required to satisfy State and federal requirements necessary for the City to maintain qualification as a Local Certification Agency, within the probationary period.
Ability to use engineering modeling software, prepare design drawings using AutoCAD computer drafting software, spreadsheet, and word processing software to prepare design drawings and contract document specifications necessary to perform the essential functions of the position.
