THOR Solutions is actively seeking a mid-to-senior level Program Manager to support an upcoming technical contract at the Naval Undersea Warfare Center (NUWC) Division Newport, located in Middletown, RI. An ideal candidate will possess prior relevant experience with managing engineering or technical programs in a US Navy/DoD environment.

The candidate’s responsibilities may include (but are not limited to) performing, supporting, or supervising the following actions:

  • Directly manage a team of subordinates, overseeing daily tasking, timekeeping, and other personnel management tasks.
  • Ensure contract deliverables are accurate and submitted in a timely manner.
  • Maintain and develop government customer relationships to ensure the contract is being fulfilled effectively and to the customer’s satisfaction.
  • Develop draft project management plans, definitized tasking documentation, and cost estimates to address customer objectives.
  • Assemble, enter, and update project planning data into Navy Enterprise Resource Planning (Navy ERP) and/or other NAVSEA Warfare Center financial information systems. Create and maintain Project Structures and associated elements and data attributes within these systems.
  • Prepare analyses of the department’s Reimbursable Authority and Carryover projections versus fiscal year targets assigned to the department by NUWCDIVNPT management.
  • Provide impact analysis related to Program Budgets and Project Plans baselines.
  • Perform technical reviews and analyze project requirements, schedules, and execution plans provided as GFI to identify problem areas. Provide recommendations to resolve business and financial program issues and to ensure that development and operation of these processes are not adversely affected by the program execution deficiencies or shortfalls.
Location: Onsite at Naval Undersea Warfare Center (NUWC) in Newport, RI. 

Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion.

Existing Secret Security Clearance Required: This position requires a DoD Secret security clearance. A qualified candidate will already possess an Active or Interim Secret clearance. A strongly qualified candidate with relevant DoD experience but no current security clearance may be considered.

Required Knowledge, Skills, and Abilities:
  • Bachelor’s degree in a business or technical discipline.
    • In lieu of a Bachelor’s degree, possible substitutions may include: additional years of highly relevant experience, applicable military “A” or “C” schools or vocational training, or professional management certifications.
  • At least five (5) years of program/project management for engineering and technical programs in a US Navy/DoD environment. Experience should include:
    • Managing teams of 10+ individuals with daily tasking in accordance with contract framework.
    • Maintaining and developing customer relationships.
    • Ensuring contract deliverables/CDRLS are complete, accurate, and delivered in accordance with contract requirements.
    • Overseeing to administrative functions of program management such as employee timekeeping, scheduling & planning, budgeting & invoicing.
  • Experience with Navy Enterprise Resource Planning (Navy ERP).
  • Proficiency with common productivity software including Tableau, Microsoft Access, Microsoft Excel, Microsoft PowerPoint, and Microsoft Visio.
  • Excellent communication skills, and the ability to interact with contractor, government, and active-duty military personnel.
Preferred Additional Knowledge, Skills, and Abilities:

An ideal candidate will also possess one or more of the following:
  • Master’s degree in a business or technical discipline.
  • Project Management Institute (PMI) Scheduling Professional (PMI-SP), or similar professional project scheduling or management certification.
  • Certified Defense Financial Manager, or similar professional financial management certification.
