Position Summary:

Under the general supervision of the Chief Operating Officer and according to established policies and procedures manages the operations of Facility Services. Work is of a highly confidential nature.  Performs other work of the Department and is responsible for assigned sections on a 24 hour basis.

Essential Functions
Note: “Department” refers to any and all areas of responsibility by the management representative.

1. Defines the mission for the department, and shares the corporate vision with assigned staff.
a. Ensures that all assigned staff is provided with adequate information about Wilson Medical Center’s vision, their department's role in that vision, and their role within the department's mission.
b. Develop short and long-range plans to pursue departmental missions, and procures/organizes resources effectively and efficiently to accomplish those plans.
c. Develops and implements strategic or operational plans and objectives in support of the organization's mission to capitalize on existing and potential strengths, and marketing services, or to enter new ventures.
d. Speaks positively and optimistically about the values of the organization, its goals and plans, its people and its purpose in the community, and seeks out opportunities to inform/educate the customers/public about the services and quality care provided by Wilson Medical Center.
e. Challenges existing paradigms and the status quo, takes calculated risks, remains flexible and adaptive, and experiments with new approaches, in the quest for doing things with better effectiveness or efficiency.

2. Directs operations and administration of the department under the general guidance of his/her Administrative Representative.
- Develops budget, implements approved budget, monitors expenditures and controls spending
- Researches, develops and implements new/revised policies, procedures and methods
- Evaluates new products, services and equipment, makes selections, and provides for their incorporation where feasible and approved
- Performs feasibility and system design studies and determines appropriate approaches and actions
- Ensures compliance with designated JCAHO and other regulatory requirements
- Ensures that required levels of documentation for operational policies and procedures are maintained
- Establishes standards for procedures and production work to ensure efficient and effective operations and quality control:

a. Provides timely input into budget planning process for equipment, supplies and staffing, ensuring that requests are properly substantiated, reflect thorough research and are cost effective.
b. Monitors and controls designated expenditures throughout the year, so as to stay within budgeted parameters.
c. Ensures that variances are investigated, monitored and controlled, and are reported/discussed with the Administrative Representative as they arise.
d. Participates in and promotes development and implementation of cost-saving procedures and productivity-improving procedures, as applicable.
e. Effectively evaluates new equipment, services and products and substantiates the purchase of those which have the most potential to achieve the desired results within feasible budgeted allowances.

f. Ensures that designated JCAHO and other regulatory requirements are met, on an on-going basis, to include maintaining required levels of documentation for operational policies and procedures.
g. Oversees the development and functioning of a quality assurance and quality improvement program, and ensures that quality standards and performance criteria are established and monitored for trends, deviations and staff development needs.
h. Seeks and implements methods to improve effectiveness and efficiency, so that mission can be accomplished in less time, with less effort, with lower cost or with better quality.
i. Stays up-to-date and knowledgeable regarding new practices, methods, theories, discoveries and other state-of-the-art information regarding area of specialty, incorporating those which are pertinent and feasible, in compliance with applicable regulatory/legal requirements.

3. Develops and directs assigned personnel in the performance of their duties and responsibilities.
- Recruits and interviews applicants, and makes final hiring decisions
- Oversees the orientation and training of staff
- Provides for the continuing education and professional growth needs of staff
- Schedules and approves time off, and, as warranted approves meal and rest periods
- Assigns and checks work results for quality, accuracy and timeliness
- Investigates complaints, errors and other operational or equipment problems, and takes corrective action
- Develops employee performance capabilities, and prepares/presents the review, and/or oversees supervisors who perform this function
- Encourages and commends employees and provides for a friendly working environment
- Counsels employees with performance or behavioral problems, and takes appropriate action for correction
- Makes decisions regarding intra-departmental promotions and transfers
- Disciplines or discharges employees, as needed
a. Ensures that job offers are extended only to applicants who at least meet the minimum requirements for the position as outlined in the job description.
b. Provides for the orientation and on-going training of assigned personnel to departmental policies and procedures, ensuring that documentation systems are established and maintained, so that status, progress and participation can be easily monitored.
c. Routinely provides for "on-the-spot" in-services for assigned staff when minor deficiencies are observed, so that problems do not persist or grow worse.
d. Establishes or coordinates effective in-service training sessions to address new/revised policies, procedures, systems, equipment, techniques and advances in technology.
e. Contributes to the professional development of assigned personnel by observing work, tracking performance indicators, answering questions, explaining proper procedures, demonstrating techniques, troubleshooting, and intervening, as warranted, to correct deficiencies or help resolve problems.
f. Continuously assesses employee performance, documenting significant achievements and/or deficiencies, and coaching or counseling, as appropriate, to maximize employee capabilities and performance.
g. Ensures that assigned staff complies with hospital and departmental policies, providing timely notification, interpretation and instruction, and as appropriate, applying disciplinary action in accordance with corporate policies and procedures.

h. Ensures the quality and timeliness of services provided by assigned personnel, by intervening as appropriate to adjust staffing or assignments, reorganize priorities or investigate and resolve problems.
i. Prepares a timely and substantiated performance review for each assigned employee in accordance with procedure, ensuring that action plans are made to improve performance weaknesses, that plans are made for future activities and for personal development, and that ratings are properly substantiated by performance notes taken throughout the course of the review period.
j. Effectively resolves staffing problems due to absences or fluctuations in workload, so that significant delays in service do not occur.
k. Routinely provides appreciation, support and recognition, and celebrates accomplishments and contributions in an effort to encourage the staff and provide a friendly working environment.
l. Regularly analyzes turnover and its causes, and seeks to reduce unwarranted turnover through more effective communications, interpersonal relations, coordination, organization, supervision or other identified factors which contribute to unwarranted turnover.
m. Complies with employment-related laws and policies, with no adverse outcomes (sanctions or fines) for the corporation.

4. Communicates, coordinates and/or collaborates with Administrative Representative, other staff and management personnel, physicians, peers, outside officials, vendors and consultants with regard to departmental and corporate activities and issues.

- Provides for, and participates in, inter- and intra-departmental communications
- Provides for, and participates in, horizontal and vertical communications
- Organizes resources and coordinates activities with others
- Serves as the department's customer service representative with respect to customer relations problems

a. Effectively communicates and collaborates with others, ensuring that actions/communications are clear, accurate and timely, and that goodwill is maintained.
b. Adequately prepares for, attends, and actively/constructively participates during meetings and forums.
c. Keeps staff well-informed with regard to corporate, departmental, job and personnel issues which affect them, on a timely basis, through regular group/departmental meetings, private conferences or whatever venue is appropriate for the communication.
d. Solicits participation from staff, and collaborates effectively with them to consider/incorporate changes, improvements and other ideas for performing the work more efficiently, effectively and with greater job satisfaction.
e. Encourages staff to utilize communication channels which provide the most direct interface with their customers, as possible, assisting where needed to facilitate that process when communications cross departmental lines.
f. Promptly investigates, analyzes and takes appropriate action to improve/resolve patient/customer dissatisfaction or problems.
g. Effectively anticipates and meets the needs of the patient/customer, exhibiting knowledge and a basic understanding regarding the developmental and cultural needs of designated age groups of patients/customers, and applies a basic understanding and knowledge of the customer's developmental and cultural needs.
h. Effectively coordinates time and priorities, and mobilizes action, so that required activities are accomplished within designated or established time frames, without problems attributable to poor or untimely coordination or communication.

i. Promotes relationships of mutual trust, cooperation and respect through example.
j. Communicates effectively in verbal and written forms.

5. Oversees the procurement, sets up, use and/or maintenance of equipment, supplies and work areas.
a. Ensures that staff is properly instructed and found competent to properly set up, operate and maintain assigned equipment in accordance with specifications or procedure, so that no injuries, damage or undue wear and tear occur due to failure to comply.
b. Routinely monitors the use of supplies and equipment, and established inventories, so as to encourage economical use, and so as to avoid the disappearance of property.
c. Ensures that routine checks are performed on equipment to check for proper operation, that malfunctioning equipment is immediately removed from patient use, and that a work order is prepared, and arrangements made for the transport of equipment to the appropriate repair location.
d. Ensures that designated work and patient care areas are neatly organized, safe, clean and stocked with par level of designated supplies on an on-going basis.
e. Follows established procedures for the procurement, accounting, maintenance and repair of assigned equipment, supplies, materials, services, etc.


6. Oversees/maintains skill competence, and assumes responsibility for professional development and on-going education.

a. Establishes and maintains a comprehensive system for determining, testing and documenting skill competencies for each position in the department, and ensures that it is implemented and administered in accordance with procedure and regulatory requirements.
b. Takes responsibility for staying abreast of current developments and practices for assigned responsibilities, through participation in formal and informal educational, and informational or networking forums.

7. Performs miscellaneous duties, as needed.
- Performs special projects
- Participates in other hospital and departmental support activities such as disaster plan and other emergency situations which require stand-by and re-call at times
- Other duties as assigned
a. Accomplishes routine and non-routine miscellaneous assignments in accordance with procedure and instructions, and time frames.

Minimum Education
High School diploma and five years of experience in a maintenance specialty (preferably in a hospital setting) two years of which are in a supervisory capacity required. Completion of a vocational or technical school curriculum in a maintenance specialty and licensure in a related field preferred.
