The Population Health (Clinically Integrated Network) Technology Manager serves as the primary connector between business and technical needs for Value Based Care / Population Health. This role will be the primary liaison to Digital Technology Services (DTS) and will coordinate configuration and data acquisition from suppliers, exchange with external upstream/downstream partners and consumers. The CIN Technical Manager will also facilitate adoption and user access with Platform Operations with our Operating Partner.

Responsibilties:

A day in the life of a Population Health (Clinically Integrated Network) Technology Manager at Hackensack Meridian Health includes:

  • Represents Population Health Departments technology needs, including coordination of business requirements and translating to/from technology facilitators/stakeholders. This includes Value Based Care, Clinical Operations and Medical Leadership.
  • Collaborates with internal and external stakeholders to troubleshoot, escalate, track & monitor projects, deliverables and due dates, including integration with the DTS team.
  • Monitors Operating Partner Platform, including system availability, outage response/management and delivery of functionality/requirements.
  • Serves as a liaison to HMH Security and other internal and external stakeholders to administer tools and technologies, including user access, setup and configuration as necessary.
  • Monitor platform utilization and data stewardship with our DTS Team and Operating Partner and provides necessary checkpoints, troubleshooting and escalation.
  • Manages relationship with upstream data supplies to setup, configure and administer inflows/outflows to CIN Operations platform/s and tools that serve as the Provider `Book of Record. This includes ingestion and normalization from more than a dozen internal and external sources.
  • Develops and manages business side of data/information exchange with Payors to facilitate data acquisition from payors/data suppliers as well as access to payor reporting, analysis and program/results monitoring artifacts. This includes the implementation of new payor and data supplier relationships (contact management, user account setup and escalation pathways).
  • Performs other duties and/or projects as assigned.

Qualifications:

Education, Knowledge, Skills and Abilities Required:

  • Bachelor's degree in Computer Science, Healthcare Administration or a related degree/field 
  • Minimum 4+ years work experience in healthcare technology, relational database management or related disciplines.
  • Program and/or Project Management experience in support of a technical discipline
  • The ability to adapt to and leverage new and evolving platforms, complex technologies, formulas, and time saving strategies to optimize planning and analysis, execute efficiently, simplify workflows and reduce redundancy and errors across the enterprise.
  • Mastery of program/operations management experience, including the tenacity to persevere through complex problems and deep/wide set of leaders and executive level stakeholders.
  • Experience leading project teams for process improvement and process design initiatives.
  • Experience influencing teams and executive stakeholders, including the following key abilities: strong and continuous follow-up, setting and meeting expectations, thoroughness in documentation, backup planning and anticipation of shortfall/failures.
  • Strong oral and written communication skills; ability to deliver complex information and achieve positive results.
  • Adaptive process and technical orientation/skills: analytically minded with the ability to learn new systems quickly. The ability to adapt to and leverage evolving platforms, complex technologies, formulas, and time saving strategies to optimize planning and analysis, execute efficiently, simpli-fy workflows and reduce redundancy and errors across the enterprise.
  • Strong planning and organizational skills with strong attention to detail and habitual drive for vali-dation, quality control and testing.
  • Flexible, detail-oriented and self-motivated with the ability to work independently, multi-task, and prioritize responsibilities.
  • Identifies and reports issues to appropriate levels of management in a timely manner. Assists in the problem-solving process and prompt resolution of identified issues.
  • Proficient in key features of Microsoft Excel, Word, PowerPoint and the Google Workspace platform to include, but not limited to, Drive, Gmail, Google Meet, Docs, Sheets, Forms and Slides.

Education, Knowledge, Skills and Abilities Preferred:

  • 3+ years work experience in a clinically integrated network (CIN) or directly partnering/supporting (payor side, operating partner/consulting or technology vendor).
  • Proficiency in healthcare claims data, code sets and quality/utilization metrics.
  • Reporting and Analytics experience, particularly the interpretation of results, investigation and identification of root causes and mechanisms to mitigate/address. 
  • Reporting and presenting with Tableau.
