Description

Leveraging their program management and business development background, the Western Region Market Director will be responsible for developing and implementing Community-Based Programs (CBP) across the western parts of the United States. They will leverage the relationship with market leaders and other associated stakeholders to develop large-scale infrastructure delivery/maintenance programs. The Market Director will implement multi-constituency programs, reporting general project status and deliverables to all other program participants (internal team members, delivery partners, area stakeholders, etc.). This leader will further ensure compliance with performance metrics for the partnerships and performance standards that public sector clients require.

A CIS market director is responsible for leading and managing market operations through to the delivery of the new capabilities and realization of benefits. Managing a market is not simply a line management function overseeing the delivery of a number of programs and/or projects. The market director role involves proactive interventions and decision-making to ensure that programs stays on track particularly when the current path is not clear, or the market environment is in a state of flux. Successful delivery will depend on the effective management of issues, conflicts, priorities, communications and personnel. The program director will need the ability to work positively with the full range of individuals and groups involved in the marketplace particularly clients and industry and community stakeholders.

The role requires strong business development responsibilities through the marketing of ecosystem restoration, urban greening, and other climate resilient infrastructure related programs across the multi-state region.

This position reports to the Managing Director of CIS's Asset Management Managing Director.

Key Responsibilities:

  • Be or become a thought leader in equitable climate resilient initiatives across the Western Region.
  • Establish a strong working and collegial relationship with the local water resource managers. Develop and manage an extensive network of contacts with water utilities, government agencies, and consulting and nonprofit/community partners.

  • Develop the business plan for this business unit, including financial planning and analysis.
  • Responsible for the profits and loss performance of the region.
  • Identify and participate in industry working groups, associations, and collaborative networks to stay up-to date, gather industry intel, and share CIS's work.
  • Ensure the consistent application of all policies and procedures.
  • Lead periodic meetings with stakeholders to discuss program management opportunities, operations and priorities.
  • Interact with all program and community stakeholders to promote the programs' initiatives and contributions to the local communities.
  • Support an environment that fosters respectful, informative and timely communication and collaboration across various functional areas.
  • Coordinate the activities of functional support teams to assure that all resources are well coordinated and lines of communication are clear and open.
  • Review and analyze financial reports in order to proactively identify challenges as well as opportunities to improve operations and to maintain the overall financial health of the program.
  • Ensure that all milestones, measurements, fees, budgets and schedules are achieved in compliance with the approved business unit's business plan and the CIS's vision.
  • Work with finance, accounting, legal, HR, IT and various subject matter experts to maximize the oversight and increase value within the partnerships to ensure delivery of the vision, scope and services.
  • Troubleshoot and adjust strategy and tactics when necessary to ensure achievement of goals.
  • Coordinate with accounting and finance personnel to ensure timely and accurate submission of all client reporting requirements.
  • Support and reinforce company goals, strategies and decisions in a manner consistent with our culture and vision.
  • Recognize and elevate any potential liabilities that may adversely impact the programs and/or company.

What You Will Need:

  • A strong business acumen.

  • Demonstrated experience leading and managing large groups of people. A strong leadership presence is required.
  • The ability to create and lead in a learning environment where no one, including this role is afraid to ask questions.
  • The ability to read, comprehend and implement as required complex partnership contractual agreements.
  • The ability to identify, procure and manage the resources necessary to implement a large scale green infrastructure development program.
  • The ability to pragmatically develop processes and policies with controls to implement large scale plans.
  • Enthusiasm to work within a collaborative, interdisciplinary team of planners, engineers, social/economic-focused consultants, contractors, and asset managers to make positive and impactful change across communities through careful design and implementation of best practices.
  • Motivation to serve underserved communities.
  • Bachelor's degree in Engineering/Architecture, Business, Finance, Economics or related field. MBA or other advanced degrees preferred.
  • 15+ years of professional experience in service provider business with a focus on upholding contract obligations and identifying opportunities for expansion/growth.
  • Previous experience with public-private partnerships, specifically within the water management industry is a plus. Experience related to asset management of the life cycle of real estate facilities is a plus.
  • History of building strategic relationships aligned on goals and focused on creating value for clients.
  • Proven ability to lead the implementation of project-level strategies.
  • Critical thinking and analytical skills necessary to mitigate risk factors and resolve complex or unforeseen conditions amid tight timelines and high client expectations.
  • Demonstrable business sophistication and financial aptitude necessary to navigate high complexity service level agreements.
  • Demonstrable success in managing external senior leaders and other associated stakeholders on multi-constituency projects.
  • Strong communication skills, written and verbal, in terms of being able to communicate general project status and performance, specific deliverables, issues and/or other points of escalation in addition to the standard day-to-day communications required to ensure that all other program participants (internal team members, delivery partners, other 3rd parties, etc.) are performing their required duties.
  • Proven ability to implement ideas and settle differences in a manner that strengthens relationships.
  • Proven success analyzing key business issues and identifying the root cause of business challenges.
  • Demonstrated ability to organize individual and team activities to ensure operations are highly productive and meet or exceed business goals.
  • Demonstrated ability to effectively communicate with individuals of diverse backgrounds and at all organizational levels, including the ability to influence and negotiate.
  • Computer proficiency, including working knowledge of word processing, spreadsheet, and database software.
  • Ability to travel regularly.
  • Valid driver's license required.

Position Location Requirements

Based in the Western Region, the candidate is expected to join in-person meetings as required and should anticipate approximately 30% travel time throughout the year.

The pay range for this position is $175k to $200k, however, base pay offered may vary depending on skills, experience, job-related knowledge, and location. This position is eligible for a discretionary performance incentive.
