Position: Booking Clerk - Jail
Starting Salary: Pay Grade 10 - starting salary $17.19 per hour.
Work Hours: 40 hours a week
Closing Date: Posting will close May 18, 2024 or when filled, whichever comes first.


GENERAL PURPOSE

Perform a variety of working-level complex administrative and clerical duties to expedite booking and release of inmates and the review, processing and maintenance of all related documents and records in accordance with legal requirements and established policy and procedure.


SUPERVISION RECEIVED

Work under the supervision of the Booking Clerk Supervisor and/or Asst. Office Manager.


SUPERVISION EXERCISED

As directed by supervisor, may have authority and accountability for the delegation of day-to-day tasks to other staff members.


ESSENTIAL FUNCTIONS

Use problem solving skills and discretionary thinking in the following areas:

After pre-booking process is completed by a certified detention deputy, learn, and demonstrate the ability to complete the booking process on the computer; count and record inmate monies and enter into computer; photograph inmates; maintain confidentiality of inmate records and documents.

Learn and demonstrate the ability to determine misdemeanor bond on charges, referencing bond schedules set by judicial courts; accept bonding paperwork; verify authority of agent and bond amount is not exceeded.

Learn and demonstrate the ability to be responsible to collect, receive and process all court information and legal paperwork relating to inmate files, both in the inmate file and on the computer; acts as point of contact for law enforcement agencies to assure accuracy of legal paperwork.

Learn to coordinate and attend video arraignments with in-custody inmates daily to assure accuracy of court information and to assist inmates through legal process.

Learn and demonstrate the ability to maintain detailed daily entry both in the file and on the computer to ensure all necessary information is captured and records are accurate and updated; receive and coordinate all paperwork for transport of inmates to other facilities, counties, and agencies; calculate and provide written documentation to court regarding credit toward and court costs on sentenced inmates; calculate release dates and sentence duration from court orders.

Act as liaison between main jail and work release/detail to assist inmate transfers between facilities.

Learn and demonstrate the ability to release inmates from the computer system, write checks or issue debit cards as determined by inmate account balance and organize files for long term storage.

Assist in evaluating and recommending changes to improve the efficiency and effectiveness of booking processes or procedures.

Communicate directly with the booking staff to stay apprised of occurrences when off shift; communicate with Asst. Office Manager as needed on inmate housing billing.

Prioritize time and resources as it relates to day-to-day activities and special projects.

Perform related duties as required.


MINIMUM QUALIFICATIONS

1. Educations and Experience:

A. Graduation from high school with course background in general office practices and procedures plus one (1) year of post-high school education or technical training in a related field;

AND

B. Two (2) years' experience in performing general clerical or other related duties;

OR

C. An equivalent combination of education and experience.


2. Required Knowledge, Skills, and Abilities:

Working knowledge of general office management practices and procedures; English grammar, spelling; punctuation, and composition; computer records and information systems; data entry and retrieval; basic word processing, and office communications programs. Some knowledge of jail booking practices and procedures and related records is preferred.

Ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with co-workers. Ability to work independently and deal effectively with stress caused by workload and time deadlines. Work quickly and accurately; maintain acceptable levels of efficiency while working with time pressures and deadlines; maintain confidentiality on sensitive issues.


3. Special Qualifications:

Ability to accurately type and enter data using a computer keyboard.

Must be willing to work assigned shift work.

Must meet all qualifications for NCIC (National Criminal Information Center) certification and maintain certification as required.

Must successfully complete training and certification in CPR, basic first aid, suicide awareness.


4. Work Environment:

Tasks require a variety of physical activities which are performed in a jail facility involving muscular exertion, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing. Common eye, hand, finger, leg, and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, and emotional stability. The work is primarily performed in a jail where the employee has continuous exposure to criminal suspects and inmates. May be exposed to noise, fumes and contagious or infectious diseases. The threat of being assaulted by an inmate is a legitimate concern. Must be able to work all shifts, weekends, and holidays, for the 24-hour operation of the jail facilities. May be called upon to work mandatory overtime as staffing requires. Duties are performed primarily in the jail booking control area within sight and sound of inmates. However, some duties are routinely performed in or require access to secure areas where inmates are present.

Must be able to push/pull/lift a minimum of twenty-five (25) lbs.
