THE POSITION

The Department of Housing Services is seeking a Real Estate Development and Asset Management Manager to join our team and support the work of providing housing stability in Washington County. This position will be part of our dynamic leadership team, responsible for oversight of all development of new construction and asset management of existing affordable housing and public housing portfolio and work closely with our Homeless Services team. We are currently adding a record number of affordable housing units to our community, facilitated by the Metro Affordable Housing Bond and adding additional support for our Homeless. Our 10-project Affordable Housing Bond portfolio includes two recently completed projects, six under construction, and two more to begin in the next year.

This position will oversee a Development Manager, Portfolio Manager and Asset manager and their respective teams' work. The agency's current portfolio includes around 1,000 mixed-finance housing units. In addition, the agency has a number of partnerships for additional regulated affordable housing, temporary/transitional housing and/or other real estate projects.

This position is eligible for hybrid work, with the option of working remotely two to three days a week.

The ideal candidate will have:
  • Strategic thinking skills and innovative insights into affordable housing real estate development policy and practices including finance, development, design and construction.
  • Exceptional project management skills across a wide range of tasks, including long-range and strategic planning for complex construction or rehab projects, or immediate action to address urgent needs.
  • Experience in implementing management, supervision, and performance evaluation skills, as well excellent negotiations and conflict resolution skills.
  • Clear communication abilities and be team player, who is interested in providing support at all levels, to enable teams, coworkers and the organization to accomplish shared goals.
  • Knowledge of federal funding programs such as HOPE VI, RAD, Public Housing, Housing Choice Voucher.
  • Knowledge in Federal, State and local laws, codes and regulations governing public housing and affordable rental unit development, operation and administration.
  • Abilities to identify resource available from public and private organizations to fund the development of mixed-use, mixed-income programs, including but not limited to tax credit and bond financing.
  • Grant preparation and administration experience, along with budget development, asset management and tax credit compliance.
  • Understanding of the impacts of historic and systematic racism in the housing market and a commitment to developing anti-racist policy in our development, procurement and asset management strategies.

MINIMUM QUALIFICATIONS

Education and Experience:

  • A Bachelor's degree in business, public administration, urban studies, political science, or other related degree; AND Five (5) years of progressively responsible experience in homeless or housing policy development and implementation.
Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:
  • Must pass a criminal background check.
  • Must pass a DMV driver's history check and possess a valid driver's license per Washington County Policy.
