Job Summary

Based on Department-established priorities, the Police Support Associate Lead performs a variety of records and clerical duties for the Police Department.

Performs work involving data input, maintenance, and control of complex and highly confidential records on a daily basis. Work also involves assisting in a variety of other departmental activities. Exercise of initiative, discretion, attention to detail and accuracy is required and reviewed by observation of results obtained.

Distinguishing Characteristics: The Police Support Associate Lead is distinguished from the Police Support Associate by its lead responsibilities. This position works under the direction of the Police Support Supervisor.

Essential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Assists the Police Support Supervisor with management of the Records Unit to include, but not limited to, day to day operations, personnel evaluations, financial reporting, schedule management, timekeeping, and compiling statistical reports.
  • Interfaces with a variety of Police-related computer systems to access for communications; enters and retrieves information.
  • Processes and disseminates confidential records and information in compliance with public disclosure laws and Police Department rules and regulations. Processes and disseminates criminal history background checks for Military Services. Processes background checks for citizen clearance letters and employment checks.
  • Ensures the timely and accurate administration of the Records Unit. Monitors functions relating to the operation of the Kirkland Police Department Records Unit.
  • Ensures compliance with a variety of laws, policy and procedures.
  • Acts as a mentor and resource to other employees within the unit.
  • Ensures ongoing training is taking place within the unit.
  • Enters and verifies all case, citation, and Body Worn Camera information into the Records Management System.
  • Assists with tasks and duties relating to the department's financial processes.
  • Processes and completes police reports, as required via all means of current communication systems.
  • May process and complete public disclosure requests.
  • Fosters a positive and supportive work environment; promotes diversity, equity, inclusion, and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society.
  • Assists with yearly accreditation assignments.
  • Assists with incident data reporting and monthly submissions.

Peripheral Duties:
  • Maintains knowledge of computer systems and software used by the Records Unit.
  • Keeps apprised of changes in law or practices necessary for the Records Unit.
  • May fingerprint citizens.
  • Other duties as assigned by the Police Support Supervisor.
  • Performs functions as assigned in the City's emergency response plan in the event of an emergency.
Knowledge, Skills and Abilities
  • Must have a working knowledge of a Law Enforcement Records Management System.
  • Must have knowledge of Washington State Public Disclosure regulations.
  • Knowledge of English usage, spelling, grammar, and punctuation required to produce and proofread written documents.
  • Demonstrated knowledge of general office practices and procedures including efficient file maintenance, organization, and business correspondence composition.
  • Skilled in keyboarding and data entry.
  • Ability to work with interruptions and adapt to changing priorities.
  • Ability to communicate clearly, verbally and in writing, in a courteous, diplomatic fashion, remain calm in stressful or upsetting circumstances, and work closely with others.
  • Ability to apply rules, regulations, and policies applicable to the area assigned.
  • Ability to understand and carry out oral and written directions independently.
  • Ability to set priorities on high volumes of work, perform several task assignments simultaneously, and coordinate with others to meet strict deadlines.
  • Ability to learn to operate and use citywide and department-specific software applications and other specialized records.
  • Ability to establish and maintain effective relationships with those contacted in the course of work, working both independently and cooperatively with others.
  • Ability to adhere to strict confidentiality requirements.
  • Ability to coordinate and conduct transactions in matters requiring knowledge and analytical application of police department rules, policies, and procedures.
Qualifications

Minimum Qualifications:

  • Education: High school diploma or GED equivalent.
  • Experience: 2 years' experience with a Law Enforcement Records Management System.

Licenses and Other Requirements:
  • Must obtain ACCESS Certification within six months of hire and maintain Level 2 certification throughout the course of this assignment with the department.
  • Must be able to obtain or maintain a police security clearance including polygraph, psychological and background prior to hire.

Physical Demands and Working Environment:
The work setting is an office atmosphere which has many interruptions and distractions throughout the day. Assisting officers, staff, and citizens are common during an average day, which takes away from the processing of department paperwork. Assists Records staff with questions and tasks related to the Records Unit. Conditions are stressful at times and require good time management skills. Working conditions are stressful at times and require working closely with others.

Work is performed in an office environment and may require sitting for prolonged periods of time using a computer keyboard and screen. The noise level in the work environment is moderate. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Positioning self to access or file records.
  • Remain in a stationary position and move about the inside of the office to access file cabinets.
  • Communicating with others to accurately exchange information.
  • Extending hand(s) and arms(s) in any direction to operate office machines and computers.
  • The ability to observe details at a close range and adjust focus.
  • Moving or transporting up to 30 pounds across the office for various needs.
