Job Description

A key member of the Community Development Department leadership team, the next Airport Manager will be someone who is interested in and passionate about aviation and business development. The City of Augusta is seeking an outcome-focused and customer-centric professional who wants to make a positive and lasting impact on the culture and business environment at our hidden gem in south-central Kansas.


The position requires highly developed technical skills with respect to airport management and project management, polished communication and presentation skills, the ability to perform well under pressure, meet deadlines, and build healthy business relationships with airport tenants, customers, elected officials, Federal Aviation Administration (FAA), Kansas Department of Transportation, and other regulatory agencies at the local, state, and federal levels. The following are critical skills and experiences that will be vital to the success of the next Airport Manager.


Project Management. The City of Augusta is currently working on a major rehabilitation project that will shift Runway 18-36 to the south 505’ and reconstruct the runway to 4,500’ long by 75’ wide. This will result in a longer and wider runway (current runway is 4,201’ x 60’) that will allow the airport to attract business from more aircraft within the current runway classification. Land acquisition for the project has been completed, and the project is currently moving into the design phase. The next Airport Manager must have experience with project management and the ability to coordinate with project engineers, contractors, and other stakeholders to ensure the project is completed on schedule.

Business Management. The Augusta Municipal Airport is a business enterprise of the City and operates off revenue generated through fuel sales (Jet-A and 100 LL), commercial leases, and hangar rentals. The next Airport Manager must be able to formulate positive relationships with both itinerant and on-field customers, and existing hangar and commercial customers to establish Augusta Municipal Airport as a general aviation airport of choice in our region.

Economic Development. Once the runway has been reconstructed, the Airport Manager will have a tremendous opportunity to employ tactics to expand business recruitment and hangar development projects at the Augusta Municipal Airport in accordance with the adopted Airport Layout Plan.


Requirements

EDUCATION, LICENSURE, & CERTIFICATION
  • Bachelor’s degree from an accredited college or university in Airport Administration, Aviation Management, Business Administration, or a closely related field, required.
  • Three to five (3-5) years of progressively responsible experience directly related to airport management and operations desired.
  • Three (3) or more years supervisory experience over operations level employees.
  • Membership with the American Association of Airport Executives (AAAE) strongly desired.
  • Certified Member (C.M.) or Accredited Airport Executive (A.A.E.) accreditation is preferred.
  • Grant writing experience preffered.
  • Experience managing construction projects/overseeing construction contrations strongly desired.
  • Valid Kansas Driver’s License required at all times during employment.
KNOWLEDGE, SKILLS, & ABILITIES – With or without accommodations

Knowledge

  • Proficient knowledge of the principles and methods of business management of airports including knowledge of budget administration, airport maintenance, and operational requirements.
  • Proficient working knowledge of Federal Aviation Regulations and legal requirements pertinent to airport management.
  • Proficient knowledge of computer software applications including word processing and spreadsheets.
  • Ability to review airport tenant activities for compliance with terms of leases and other agreements.
  • Ability to communicate effectively and clearly, both verbally and in writing.
  • Ability to understand and follow complex verbal and written instructions.
  • Knowledge of safe working environment principles, including appropriate methods of lifting heavy objects, climbing on ladders, and the proper use of required Personal Protective Equipment (PPE).
  • Safe driving practices and knowledge of state and local laws pertaining to the operation of motor vehicles on streets, roads, and highways.
  • General knowledge of Mayor – Council – Manager form of government.
Physical
  • Ability to perform physical activities such as sitting, standing, walking, talking, bending, reaching, and grasping.

Work Environment

Majority of work is performed in a typical office environment which requires sitting for extended periods of time, reaching, repetitive keyboard motion, occasional prolonged standing, frequent use of telephone, and communicating with employees, consultants, and citizens. The noise level is usually quiet. Requires repetitive motion tasks, bending, pushing, pulling, reaching, and light lifting to perform the essential functions of the job. Must be able to work well in tense and/or busy situations. Must be available for participation in early morning, evening and weekend meetings. During work outdoors, some exposure to adverse weather conditions, hazardous elements, and dangerous situations is possible. The employee may be exposed to fumes, dirt, dust grease, fuel, chemicals, toxins, rough terrain, dark or poorly lit areas, and wet and/or humid conditions. The employee will be exposed to mechanical and traffic hazards. The employee may be exposed to conflictual circumstances that requires working with abusive individuals in disputes over decisions.
