Summary

CHS has an exciting opportunity in our Energy Finance group. We are looking for a Lead Energy Compliance Analyst to manage the Renewable Identification Number (RIN) process and Renewable Fuel Standard (RFS) compliance for CHS and on behalf of specific Renewable Fuels Marketing Plant partners. This role will also participate in the process design for the Low Carbon Fuel Standard (LCFS) compliance for impacted states. You must be a detail-oriented, results-driven individual with proven analytical and problem-solving skills, and the ability to organize and prioritize workloads to meet deadlines. Excellent communication skills, both verbal and written, with a strong commitment to customer service and the ability to work in both a team environment and on self-directed tasks are essential.

Responsibilities
  • Coordinate and oversee daily, weekly, monthly, quarterly, and yearly RIN processes on behalf of plant partners and CHS.
  • Act as a RIN Agent to oversee and coordinate processes on behalf of Renewable Fuels Marketing Plant Partners.
  • Prepare weekly reports on Plant RIN positions and ensure all Plant RIN positions are maintained and accounted for providing the plant with the necessary RIN balances that CHS is holding on their behalf.
  • Provide plant partners with monthly prepared RIN transaction details balanced to EMTS (EPA Moderated Transaction System) and all variances identified and explained.
  • Reconcile and prepare EPA quarterly and yearly regulatory reports under the Renewable Fuels Standard.
  • Ensure CHS annual compliance for all RFS standards, RVO (Renewable Volume Obligation), and exports/imports.
  • Provide all documentation of reports and samples for external RFS audit for final attest reporting to the EPA demonstrating program compliance. Document and resolve any EPA remedial action.
  • Assist plant partners with yearly Attest Audit including corrective action and preventative action. Answer any questions and provide backup documentation and details to the plant and auditors as needed.
  • Identify and resolve RIN system issues and ensure daily controls are in place to maintain the integrity of thousands of transactions per month.
  • Coordinate, recommend and develop automated solutions to current manual RIN and LCFS processes.
  • Identify and implement system enhancements to improve accuracy, processing efficiency, and data integrity related to RIN system and LCFS compliance.
  • Act as liaison with IT and the EPA testing upgrades to EMTS to ensure all RIN processes and system interfaces work as expected and required.
  • Ensure system SQL preparation to update and keep RIN tables in balance with the EPA EMTS system.
  • Provide analysis and support to the Energy Accounting Group surrounding RIN & LCFS activities and compliance.
  • Represent CHS in SAP future design solution for RFS and LCFS compliance.
  • Foster strong partnership with ethanol division leaders and Energy traders.
Minimum Qualifications (required)
  • 7+ years of experience in Corporate Compliance, Legal or Human Resources
Additional Qualifications
  • Bachelor's degree preferred in Legal Studies, Accounting, Business, Business Administration, Finance, Economics, or related field
  • Familiarity using large ERP systems to include SAP, JDE, or other similar tool
  • Previous experience within the Energy industry or related to include regulatory and government compliance experience
  • Thorough knowledge of and professional work experience with compliance laws, rules and current/emerging regulations
  • Direct work experience interpreting complex regulatory requirements and providing guidance to business leaders to include advisory on contractual language
  • Ability to analyze complex data and business practices and provide insights to all levels of the organization
  • Ability to convey complex messages verbally and in writing providing stakeholders with clear guidance and solutions
  • Ability to partner with people at all levels of the organization
