Job Description

This position provides Oversight of Project Controls, Contracts Support and Planning and Budget Execution in support to the Department of Energy (DOE) projects at the Portsmouth and Paducah Facilities.

  • Oversight of highly functional Project Controls organization responsible for lifecycle development, cost, schedule, change control management, and reporting
  • Support all aspects of an earned value management system
  • Extensive knowledge of with the Federal Budget Cycle
  • Extensive knowledge of Planning, Budgeting and project execution
  • Familiar with DOE Cost Plus, Fixed Price and T&M government contracts
  • Follow cost control/scheduling procedures, execution plans, and business plans
  • Organize and prioritize multiple tasks in an effective and timely manner, set priorities, and meet deadlines
  • Work in a collaborative project environment and communicate with all team members
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Perform other duties as assigned

Job Requirements

  • Bachelor's Degree or higher from an accredited college or university
  • Twenty years of relevant project management (Size, Scope and Complexity) experience or fifteen years related experience
  • Prior experience managing groups and highly professional personnel
  • Knowledge of DOE Orders, Cost Guides and DOE Order 413.3B
  • Experience in Baseline development and management
  • Experience in development and implementation of project controls program including system selection and reporting
  • Experience developing and implementing corporate WBS and supporting systems
  • Experience directing a large project controls organization working multiple site baselines and integrating into corporate dashboards Proficiency in MS Office (Word, Excel, PowerPoint and Outlook)
  • Effective oral and written communication skills
  • Ability to work independently or in a team environment
  • Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.
  • Ability to obtain and maintain a Homeland Security Presidential Directive (HSPD-12)

Preferred Qualifications

  • PMP certification
  • DOE Experience

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and subsequent reinvestigations may be required.
