Facilities Project Manager - Entry to Experienced Level (AK, GA)

Responsibilities

The National Security Agency is currently seeking highly motivated Project Managers (PMs) to join its Facilities Project Management Group in Alaska and Georgia. The project manager will provide "cradle to grave" project management oversight for all related activities that support the completion of a specified project effort. The project manager will make quick decisions, work independently in a fast paced, challenging environment and be able to lead the project team through the project execution process. This will include, but not be limited to, scope development, design reviews, some construction inspection, coordination of systems and coordination of the installation of the communications systems, final walkout and acceptance of the project, and closing out the project. The PM shall have the total financial responsibility for all support activities and ensure that each respective activity maintains the schedule plan for each project effort. The PM will also maintain accurate electronic records and will be responsible for the accuracy of the project data and for the entire cost accounting of the project. The successful applicant will have a broad facilities technical background in one or more of the disciplines of construction management, architectural, civil, structural, mechanical, electrical facilities and/or infrastructure. Expertise is required in order to develop and articulate facility solutions, develop statements of work, lead architectural and engineering activities, conduct design reviews, monitor and analyze construction progress, and accept completed work on behalf of the Government. In addition to understanding engineering and construction standards, a working knowledge of safety and environmental practices is necessary. The Facilities Project Manager will manage complete budget and schedules for an entire project; observe work to provide accurate reporting and assurance that the Government receives the specified outcomes; coordinate with other subject matter experts to review and approve projects; evaluate quality of workmanship, safety, and environmental concerns; coordinate related project activities that affect successful completion of the project effort to include systems furniture, communications, conventional furniture and any associated special electronic video equipment. The Facilities Project Manager will also provide guidance to the on-site Contracting Officer's Technical Representative (COTR) as needed; inspect and report on work performed by contractor personnel; collaborate with a broad range of systems engineering, operations, and NSA senior management officials; provide short- and long-term planning guidance with respect to facility infrastructure requirements; and support project prioritization, cost estimating, budget planning, and scheduling. The selectee's leadership skills should complement the organization in creating and sustaining a strong customer focus and high expectations for performance. Knowledge/experience with data center infrastructure is preferred. This includes technical knowledge of required power, cooling, testing/commissioning and other design requirements.

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position. Degree in a Construction or related field (e.g., Architecture, Electrical, Mechanical, Industrial Design, and Engineering, Project Management) is preferred. If qualifying with a high school diploma, participation in a relevant Vocational/Technical program is preferred. ENTRY/DEVELOPMENTAL Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience or an Associate's degree plus 2 years of relevant experience may be considered. Relevant experience must be in a facilities or construction related field. Construction management experience and a Building Owners and Managers Institute (BOMI) certification is preferred. FULL PERFORMANCE Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience. A high school diploma or GED plus 7 years of relevant experience or an Associate's degree plus 5 years of relevant experience may be considered. Relevant experience must be in a facilities or construction related field, and include project management (e.g., planning, resource management, scheduling, tracking/oversight, and quality assurance), preferably in a subject matter related to the position in which the candidate is applying. PMP, CAPM, and/or DAWIA certifications are preferred. Building Owners and Managers Institute (BOMI) certification is preferred. SENIOR Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience or an Associate's degree plus 8 years of relevant experience may be considered. Relevant experience must be in a facilities or construction related field, and include project management (e.g., planning, resource management, scheduling, tracking/oversight, and quality assurance), and managing contracts preferably in a subject matter related to the position in which the candidate is applying. Experience serving as a supervisor, or site manager in a facilities environment and PMP, CAPM, and/or DAWIA certifications are preferred. Building Owners and Managers Institute (BOMI) certification is preferred.

Building Owners and Managers Institute (BOMI) certification and PMP certification is preferred. - Significant project management experience in concepts, practices and principles of facilities-related construction

Pay, Benefits, & Work Schedule

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary Range: $49,025 - $179,448 (Entry/Developmental, Full Performance, Senior) Salary range varies by location, work level, and relevant experience to the position. These positions are located in Alaska and Georgia. On the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee.
