Duties(The duties described reflect the full performance level of this position)The incumbent will serve as a Senior Policy Advisor serving as an expert and authority in criminal and tribal courts and adjudications, crime reduction, and/or related system integrity and access to justice capacity-building areas of expertise. Work will include the judiciary, court administrators and leaders, defense counsel, post adjudication counsel and prosecutors and defense counsel in violent crime such as hate crimes and capital litigation.Oversees developments in criminal courts and adjudications, crime reduction, and/or related system integrity and capacity related areas toensure program implementation.Evaluates and recommends action to decision makers on concept papers, abstracts, applications for funding, and related matters to support assessment of compliance with grant program requirements, relevance to issues and priorities, and possible contribution to the adoption of evidence-based practices and/or overall knowledge in the criminal justice field, specifically courts and adjudications, crime reduction, and/or related system integrity and capacity related areas.Provides expert advice and recommendations to top management officials on criminal courts and adjudications, crime reduction, and/or related system integrity and access to justice capacity-building related areas. Identifies logistical, or program-related problems that arise and investigates areas in need of modification. Recommends options that remedy problematic situations. Writes comprehensive resolution recommendations for the consideration of management. Assesses results and content of grant applications for funding including potential impact, feasibility, and relevance to identified priorities to develop recommendations for action by BJA and OJP leadership.Formulates innovative and/or comprehensive criminal justice planning strategies and program plans to accomplish agency-wide goals and objectives in criminal courts and adjudications, crime reduction, and/or related system integrity and access to justice capacity-building related areas. Identifies new areas of need for capacity building, program updates or resources in areas of criminal courts and adjudications, crime reduction, and/or related system integrity and access to justice capacity-building related areas.Provides authoritative findings, guidance, and recommendations on complex criminal justice related initiatives and meetings. Maintains familiarity with ongoing developments in criminal justice practice, policy and current research and evidence-based practices in criminal and tribal courts and adjudications, crime reduction, and/or related system integrity and access to justice capacity-building, and/or related areas to ensure that grant program planning, implementation and review are grounded in current knowledge and needs of the criminal justice field.Audiences include agency officials, tribal leaders, criminal and tribal justice leaders and practitioners, community groups and leaders, private citizens and officials of state, local and tribal agencies with specific focus on stakeholders critical to law enforcement. Maintains familiarity with emerging trends, new strategies and innovations. Maintains awareness of the needs of the criminal justice field to ensure Bureau of Justice Assistance (BJA) strategies and investments in its grant programs are relevant and feasible. Researches and prepares analysis on criminal and tribal justice program issues, providing expert guidance or analysis in courts and adjudications, crime reduction, and/or related system integrity and access to justice capacity-building related areas.Provides expert criminal justice advice and guidance on broad grant and/or cooperative agreement-related projects and programs with impact on major agency courts and adjudications, crime reduction, and/or related system integrity related programs.Develops and/or reviews criminal and tribal justice program materials, such program and strategic plans, solicitation content and budget recommendations, justification and program assessment of outcomes addressing BJA program priorities. Examples of specialized experience include: experience with courts and adjudications, crime reduction, and/or related system integrity programs; experience in operations including capacity building efforts through training and technical assistance; experience with implementation of Federal grants and cooperative agreements sufficient to support program planning and to evaluate and/or administer complex, long-term court and adjudication grants; experience with planning and program implementation in the areas of courts and adjudications. TECHNICAL QUALIFICATIONS: Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:Ability to provide advice and guidance on criminal justice courts and adjudications efforts for program scope and authorization, latest research and effective practice and policies related to strong and fair recommendations for funding including familiarity with solicitation and grant and cooperative agreement policies, and procedures.Ability to apply analytical methods and techniques in the identification and resolution of criminal justice courts and adjudications crime reduction, and/or related system integrity and access to justice issues.Ability to plan and execute work as it related to criminal courts, adjudications and system integrity.Ability to communicate in writing as it relates to criminal courts, adjudications, and system integrity and access to justice efforts.Ability to communicate effectively other than in writing as it relates to criminal courts, adjudications and system integrity efforts.
