Product Owner SME - U.S. Citizenship Required

Position Description
CGI Federal has an exciting opportunity for Product Owner SME. In support of DHS's Continuous Diagnostics and Mitigation (CDM) program, the Product Owner will support a fast-paced development and implementation project using the Scaled Agile Framework (SAFe) to deliver cyber capabilities across multiple Federal agencies. As a Product Owner, you will be responsible for breaking-down the requirements/capabilities into epics and user stories with detailed acceptance criteria and then own the feature acceptance at the iteration/sprint level. This position provides the opportunity to expand your horizons by collaborating with several Federal Agency teams and multiple cybersecurity levels and capabilities. We are seeking a candidate who has proven leadership skills, the ability to think critically and problem-solve, and a track-record of ensuring project milestones and deadlines are met.

This position is located in our Fairfax, VA office; however a hybrid working model is acceptable. You will be required to be in our Fairfax, VA office two days per week.

Your future duties and responsibilities
• Breakdown requirements and capabilities into user stories by collaborating with product management and cyber architect teams.
• Develop detailed acceptance criteria for each user story.
• Prioritize the iteration backlog by working with stakeholders, including product management.
• Participate actively in change control board meetings with an objective to drive the prioritization of backlog items at iteration level.
• Act as a proxy for product management in the scrum team(s) - providing day-to-day guidance to the team to meet the iteration objectives.
• Own acceptance of the user stories implemented in iterations.
• Provide technical inputs to teams that document the deployment, configuration and user guides.

Required qualifications to be successful in this role
• Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
• Must be able to obtain and maintain a DHS Entry on Duty (EOD); ideal if candidate already has an active EOD.
• 8+ years of experience as a product owner role for an IT product or solution.
• Thorough knowledge of Agile methodologies.
• Experience in JIRA or ServiceNow for backlog management and prioritization.
• Strong interpersonal and communication skills that help engage with stakeholders and scrum teams.
• High analytical skills in breaking-down capabilities into sizeable work chunks.
• General understanding of cybersecurity.
• Experience working with limited supervision.
• Experience contributing to deliverables and performance metrics where applicable.
• Ability to build relationships with both CGI and client team members.
• Strong writing and verbal communication skills.

Desired qualifications
• Scrum certification(s) with focus on SAFe.
• Knowledge of Infrastructure O&M, IT security, data analytics.
• Some understanding of the DHS Continuous Diagnostics and Mitigation Program (CDM)

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $96,500 - $185,800.
