Performs advanced administrative work processing payroll weekly to ensure all employees are paid accurately and timely by maintaining all payroll general ledger accounts, assisting in the operation and management of the organization’s payroll system, coordinating and monitoring payroll activities, monitoring payroll general ledger budget personnel cost line items, and assisting supervisor with processing data entry, the recording of time, and employment actions. Other duties include providing customer service to departments and employees on payroll related inquiries and performing other duties as directed by supervisor which may include verifying employment information for agencies, transmitting state retirement contributions and serving as a notary.

Essential Job Functions

  • Coordinates payroll processing to include ensuring complete and accurate data entry; auditing payroll reports; approving checks for printing; and transmitting electronic information for direct deposits.
  • Assist supervisor by processing employee payroll, paying taxes, making deposits for withholding, transmitting direct deposits, preparing employer's quarterly tax return, coordinating with departments to ensure proper payments, processing garnishments, tax liens, bankruptcies and child support, annual W-2 reporting, and performing duties in the absence of supervisor.
  • Audits and reconciles salary and benefit accounts to include reviewing vendor billing and payment records; scheduling journal entries; processing payment vouchers; and reconciling balance sheet accounts to the general ledger.
  • Performs internal and external data transmission for payroll-related programs and services by initiating and monitoring transmission and soliciting appropriate technical assistance.
  • Prepares periodic payroll, benefits, and tax reports as required by law.
  • Assists with maintaining payroll administration software and testing and implementing system changes and updates.
  • Updates yearly payroll tables in payroll software to reflect IRS and State guidelines and regulations.
  • Trains payroll users on time sheet input and correct payroll procedures when processing employee time.
  • Maintains confidentiality of all payroll information
  • Performs Bank Reconciliation
  • Monthly State Fuel Tax Refunds
  • Yearly Federal Excise Tax Refunds
  • Process 1099’s annually
  • Acts as a backup for purchasing.
  • Must be a team player, reliable and willing to assume additional responsibilities as needed.

Requirements:
  • Bachelor’s degree in finance, business, accounting, or related field, and three (3) years of experience directly related to the area of assignment; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the specific position as listed above.
  • Prior experience using the Paylocity HR/Payroll system a plus.
  • Valid NC Driver's License.
  • Ability to obtain Certified Payroll Professional (CPP) within two years of hire.
  • Knowledge of applicable laws, rules, regulations, and ordinances; Federal and State tax guidelines; office practices and procedures; basic math; payroll concepts; record keeping procedures; accounting principles; billing systems; basic employee benefit topics; financial software applications.
  • Skilled in using computer hardware and software applications; operating various office machines; training employees; preparing various reports; performing financial analysis; using payroll system software; transmitting data electronically; performing statistical analysis; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to receive work direction.
