Phoenix Power Group Inc. (PPG) is a leading Construction Services Company providing Engineering, Procurement and Construction (EPC) services specializing in the installation of utility and industrial process infrastructure including substations, power generation, industrial process facilities, and renewable fuel projects in North America. PPG is a subsidiary of Quanta Services Inc., the largest specialty contractor in North America, providing large single-source solutions and leading the industry in its ability to deliver a collective scope of services, expertise and manpower. 

PPG is an EPC contractor specializing in the installation of utility and industrial process infrastructure including substations, power generation, industrial process facilities, and renewable fuel projects. PPG utilizes a motivated team of in-house subject matter experts, construction managers, project managers, engineers, and project staff to manage the execution of the engineering, procurement, and construction of various projects. 
PPG is currently executing an EPC contract for a large 500kV HVDC substation project, and will be mobilizing to site in 1Q24. PPG is seeking to bring on an On-Site QA/QC Manager for the project in Delta, UT.
This position will be located at the site for the duration of the project, which is expected to be completed in 2Q27.
PRIMARY FUNCTION
The Quality Assurance /Quality Control Manager is responsible for all QA/QC related matters during engineering, design, procurement, and construction activities, and for verifying that all work shall be performed in accordance with the programmatic elements of applicable procedures and policies, which implement the applicable requirements of the project. 
TYPICAL RESPONSIBILITIES
Responsible for the execution of the Quality Management System requirements.
  1. A direct line with Client and authorized to act on QA/QC matters.
  2. Responsible for the review of Inspection and Test Plan and Procedures and coordination with Construction Manager and Method Statements.
  3. Responsible for ensuring that all components installed in accordance with contract specifications and approved submittals.
  4. Responsible for the execution of the Quality Management System requirements.
  5. Ensure all inspection and/or test requirements at all stages of process are carried out as per Quality Plan and Contract requirements.
  6. Coordinate with the Construction Managers for the proper implementation of the Quality System requirements in the project and the conduct of the Internal Quality Audits.
  7. Issue Non-Conformance Reports when warranted to ensure proper review of the same.
  8. Coordinate with the Construction Managers for the proper implementation of the Quality System requirements in the project and the conduct of the Internal Quality Audits.
  9. Ensure quality audit findings and relevant copies of Quality System, QA/QC procedures, QI plans, Work Instructions, and Codes and Standards are made available at pertinent locations in the site.
  10. Ensure appropriate corrective and preventive actions are taken on product and system non-conformances identified during execution of the project.
  11. Identify quality related training needs and arrange for the training.
  12. Focal point for all inspection, measuring & test equipment used in the project and responsible for the proper implementation of the Contractor's Quality System Procedure for control of inspection, measuring, & test equipment.
  13. Manages the testing laboratory and the technicians.
  14. Monitor the performance of the Sub-contractor for compliance with quality requirements.
Position Reports to: Project Sponsor
SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:
Experience requirements include:
  • 15-20 years of QA/QC experience in electrical substation or comparable facility construction, startup, and operation.
  • Experience representing the EPC contractor and developing, implementing, and monitoring the systems/processes needed to meet all project requirements.
