STAFF ENGINEER

REPORTS TO: CONSTRUCTION AND ENGINEERING DIRECTOR

DEPARTMENT:    ENGINEERING

FLSA STATUS:        EXEMPT

PAY RANGE:  STARTS AT $66,549 ANNUALLY DOQ

General Purpose

Responsible for providing engineering and construction support, administrative support, and Project management of all engineering and construction functions related to the design and installation of water and sewer facilities.

 

Essential Duties and Responsibilities

·         Analyzes reports, maps, drawings, blueprints, test, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects.

·         Maintains contact with and helps ensure cooperation between the District, engineers, developers, contractors, and local utilities.

·         Prepares engineering maps and drawings using current versions of Autocad.

·         Performs basic computation and dimensional verifications, drafts and revisions. 

·         Meets with potential customers, engineers, and developers to answer inquiries, discuss needs, and determine project feasibility.

·         Assists with consulting engineers and Engineering Director in preparation of preliminary and final construction plans, specifications, and cost estimates.

·         Reviews proposed plans, specifications, and drawings to assure compliance with the District’s construction policies.

·         Checks record drawings for changes in construction.

·         Coordinates construction activities of District and new projects with engineers, DHEC, contractors, and developers.

·         Inspects water and sewer projects, extensions, and sewer service connections.

·         Provides punch list to contractors and follows-up with final inspection.

·         Performs field checks to verify accuracy of As-Built drawings.

·         Prepares preliminary design criteria for new projects.

·         Oversees project documentation.

·         Prepares forms and correspondence necessary for project management.

·         Conducts pre-construction conferences.

·         Performs project administration.

·         Coordinates major capital improvement projects with other departments.

·         Assists with planning and resource management.

·         Updates and maintains the District’s “typical” drawings and specifications.

·         Perform hydraulic calculations.

·         Is available for on-call after hours duties as needed or assigned.

·         Ensures that all District policies and procedures are followed.

·         Instructs personnel in safety, rules, regulations and work habits.

·         Assists with the preparation of the annual capital budget request.

·         Assists in strategic planning and meeting Engineering Department goals and objectives.

·         Performs all duties in conformance to appropriate safety and security standards.

·         Prepares and maintains grant documents for project funding.

·         Completes requests and memos to the Board of Directors.

 

Required Knowledge, Skills and Abilities

·         Knowledge of database design concepts; GIS and CAD, and other PC software include Windows, word processing, and spreadsheets.

·         Ability to read and interpret graphs, charts, plans, diagrams and maps. 

·         Ability to interact professionally with internal and external customers.

·         Ability to work safely

·         Ability to communicate effectively verbally and in writing

·         Ability to establish and maintain effective working relationships with employees, other departments and the public

·         Ability to guide, direct, and motivate employees

·         Ability to understand and carry out written and oral instructions

·         Knowledge of basic engineering practices

·         Ability to perform mathematical calculations using algebra, geometry, and trigonometry

·         Ability to analyze and solve problems and utilize project management skills.

·         Valid SC Drivers License.  

 

Required Education

·         Bachelor’s degree in Engineering   

 

Desired Education and Experience

·         Engineering in Training (EIT) Certification.
