The Office of the Insurance Commissioner?s (OIC) Human Resources Department is seeking a motivated and qualified individual to fill our new Talent Acquisition Supervisor (Human Resource Consultant 4) position.  This position is assigned to the Operations Division, located in our office.
 
As the Talent Acquisition Supervisor for our agency, you will serve as a leader and professional expert in the HR field.  You will connect with talent from diverse backgrounds to support our hiring managers in fulfilling our agency mission.  You will serve as our brand influencer responsible for developing an agency-wide internship program.

DUTIES
Reporting to the HR Director, this position works independently to provide leadership, expert-level consultation, and services related to the critical function of talent acquisition. As the supervisor for the Talent Acquisition and Internship Program, it connects hiring managers with the best possible talent to help advance our agency?s mission. This position is responsible for administering the OIC Talent Acquisition Program and supervising assigned support staff. Duties include but are not limited to the following:
 
  • Administers the OIC Talent Acquisition Program and supervises assigned support staff.
    1. Plans, develops, and implements a recruitment marketing program to promote the agency, attract qualified applicants and maintain applications from diverse backgrounds.
    2. Provides consultation and guidance to HR recruiters, hiring managers, and support staff on modern marketing methods.
    3. Assists HR recruiters by reviewing and collaborating with hiring manager as needed to ?plain talk? technical jargon in position description and/or job announcements to promote inclusion from candidates from diverse backgrounds. 
    4. Identifies effective platforms to reach specified target audience(s). 
    5. Develops annual recruitment and outreach plan for event participation.  
    6. Serves as the talent brand influencer at various events, like career fairs or on-campus recruitment events and conducts outreach presentations to targeted audiences. 

  • Responsible for the agency-wide internship program.
    1. Responsible for designing, implementing, and promoting an agency-wide internship program.  Seeks guidance and collaboration from peer HRC 4?s, Employee Learning and Development Manager, and HR Director to identify program scope, employment standards, and agency business needs.  
    2. Develops a mentorship model to be used by agency managers to educate, training and develop the skills of the interns. 
    3. As the agency talent brand influencer collaborates with targeted colleges and universities to promote and recruit internship candidates.   
    4. Responsible for developing internship program guidance and procedures.  May draft agency-wide policy for internship program, if applicable.

QUALIFICATIONS
Required Qualifications for this position include
 
Seven (7) years of full-time professional work experience developing and executing recruitment and outreach strategies in a Human Resources capacity that provided direct support to the organization?s workforce needs.  

(A bachelor?s degree with focus in business, human resources, marketing, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute for up to 4 years of professional work experience)
 
AND
 
  • One (1) year of lead experience which includes responsibility to regularly assign, instruct, plan, and check the work of other employee(s) who perform similar duties in the same work area.
  • Excellent written and presentation skills required to communicate clear messages and articulate compelling, creative arguments that inspire audiences with varying degrees of interest to act.
  • Significant experience delivering group presentations and/or networking interpersonally to achieve a business objective.
  • Intermediate skill level using the following technology:
    1. Automated Application Tracking Systems
    2. Microsoft office suite (Excel, Outlook, PowerPoint, Word).
    3. Internet search engines
    4. Social media and/or staffing platforms.
 
Preferred/Desired Qualifications of this position include:
 
  • Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP.
  • Two (2) or more years of experience providing professional level HR support within the WA state employment system, to include interpretation of merit system rules.
  • One (1) year or more of supervisory experience responsible for managing the performance of subordinate employees.
  • One (1) year of project management experience that demonstrates the ability to achieve desired outcomes through effective organization and prioritization of work and in coordination with multiple interested parties.
  • Experience providing professional level HR support in a unionized environment. 
  • Professional level experience in recruitment and selection, to include intermediate level skills in WA State on-line recruiting system (NEOGOV), or a similar software recruiting system.
