JOB SUMMARY: Work closely with the Innovation/Technology and the Strategy functions to create and maintain business intelligence tools, databases, dashboards, systems, and methods to drive towards a data informed organization. This position will partner with all functions/departments at the Library to develop and implement metrics and tools to assist the organization in achieving its mission, strategic goals, and priorities, by measuring and evaluating the Library’s program, services, processes, and operational performance.

JOB REQUIREMENTS:
Education: Associate’s degree in computer science or a related field; bachelor’s degree preferred.
Certifications: Complete Microsoft Power BI Data Analyst Associate within 6 months of employment.

Experience:

2-4 years in Business Intelligence (BI) reporting and analytics

Experience in database technology, data warehouse development, and creating dashboards

Experience in designing and creating effective data models

Proficiency with database system development and management

Strong analytic abilities to convert functional requirements into technical solutions.

Expertise in SQL and SQL Server.

Experience working with online dashboards and statistical programming languages; familiarity with trends in data visualization and geospatial visualization.

Technical Expertise:

Data Visualizations, Dashboards development with products such as Power BI, Tableau, Mode, Quick Sight or similar.

Data Warehouse platform(s) such as Azure, Snowflake, Google, or Amazon Data Warehouse solutions.

Knowledge of, and experience with all Microsoft Office applications including Power BI and Power Apps; Advanced knowledge of Microsoft Excel.

Understanding of Microsoft Azure and specific understanding of Azure Data Warehouse.

Data Transformations including ETL Development with tools such as Azure, NiFi, Talend or similar.

Knowledge of, and experience with, outcome measurement and logic models. Experience in selecting the most relevant metrics for different scenarios.

Deep understanding of outcomes measurement, and quantifying and assessing the impact and results of various business initiatives, projects, or strategies.

Strong data analysis skills. Ability to identify trends, patterns, and correlations within the data, as well as conducting root cause analysis to understand the factors influencing outcomes.

Communication skills: ability to convey results in concise, non-technical language; ability to write and speak clearly, easily communicating complex ideas; ability to present data in charts and graphs in a way that makes them aesthetically appealing and easy to digest and comprehend.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to:

Partner with IT leadership and external consultant in the development and design of Data Warehouse, and ongoing management and monitoring.

Identify and define key performance indicators (KPIs) and metrics that align with the organization's goals and objectives.

Create and maintain business intelligence tools, databases, data warehouse, dashboards, systems, and methods.

Work with CPL Technology Team in developing new tools utilizing AI and leading technologies.

Work with CPL Clevnet Team to ensure data requirements, accuracy, and transformation are developed, managed, and maintained.

Partner with all functions/departments at the Library to develop and implement metrics and tools to measure and evaluate the Library’s program, services, processes, and operational performance.

Collaborate with CPL Organizational Performance Manager to create and support data driven requirements, goals, and reporting.

Collect, analyze, and interpret data to assess the achievement of desired outcomes and provide actionable insights to support decision-making. Identify trends, patterns, and correlations within the data, as well as conducting root cause analysis to understand the factors influencing

outcomes. Identify, gather, and analyze data related to the Library’s collections, services, programs, facilities, and operations, as well as data related to the community.

Inventory current data collection efforts, sources (internal and external), and tools, continuously identifying gaps and improvement opportunities to increase the efficiency and usefulness of the data.

Continuously optimize data maintenance and organization for maximum accessibility and staff usage. Maintain and organize available data so that it can be accessed and used effectively by staff. Actively seek out data not being captured.

Communicate analyses results and make recommendations to senior management.

Work with staff to streamline data entry processes and facilitate best data management practices. As needed, train staff to use existing dashboards, reporting functions, and data visualization tools more effectively.

Identify and analyze data from external resources relevant to the Library’s work. Provide analyses, share information and/or make recommendations as appropriate. Analyze and interpret data to identify patterns and preferences, and make recommendations to support the Library’s strategic priorities.

Fulfill requests for data and reports from the Board of Trustees and Library staff. This may include potentially sensitive analysis and reporting related to or about the organization and its management.

Compile data needed for state and other annual reports.

Create visualization dashboards to communicate analytics effectively and in a meaningful way. Work with other Library departments to ensure the credibility, reliability, and value of the data. Produce other regular and ad hoc reports as needed.

Create statistical models from surveys, studies, and evaluations to measure services and programs' effectiveness.

Provide predictive analytics to make valid predictions about future patron behavior. Create district and branch-specific demographic profiles and forecasts.
