Reporting to the Director of Programs, the Manager for Field Operations provides direct leadership and oversight of the Global Refuge field operation in San Antonio, Texas. Core responsibilities include leadership of case management and operations staff, quality assurance for client services, strategic program and funding development, financial management, and building and fostering relationships with the community and service providers. The Manager for Field Operations supervises the Client Services Supervisor, Accountant, and Volunteer Coordinator. Through the Welcome Center model, Global Refuge provides wrap-around case management and employment services to asylum seekers and other humanitarian immigrants. The Welcome Center also provides resettlement services from airport pick to employment services and other ongoing support leading to self-sufficiency as quickly as possible. Direct service programs may include Reception and Placement (R&P), Matching Grant (MG), Preferred Communities, Refugee Support Services (RSS), Cash and Medical Assistance (CMA), and Asylum Services (AS).

DUTIES

  • Lead the development of the overall program strategy and expansion of available services and evaluate and adjust program design to ensure desired outcomes.
  • Oversee operation of the Welcome Center program for refugees and asylum-seeking individuals and families, monitoring to ensure compliance.
  • Support and oversee the recruitment, hiring, and training of team members and ensure they are properly supervised.
  • Oversee volunteer management.
  • Monitor and adjust programs budget in collaboration with finance staff and the Director of Programs.
  • Provide oversight and support of field operation programming including, case management, and employment services.
  • Complete regular reports for funders and provide proper oversight of spending and financials in collaboration with the Director of Programs.
  • Work with the Development and Outreach teams to create and execute fundraising strategy and community engagement.
  • Foster relationships with government, donors, media and community partners.
  • Serve as an advocate on behalf of refugees, immigrants, and other vulnerable populations in the local community.
  • Maintain open and ongoing communication with headquarters senior management and teams for programs, development, communications, finance, human resources, and information technology.
  • Perform other duties as required.

QUALIFICATIONS

  • Bachelor's degree from an accredited institution; Master's degree in business, social services administration, non-profit management, related field preferred, or equivalent combination of education and experience.
  • Minimum of five (5) years of professional work experience, including at least two (2) years of experience managing staff - including hiring, evaluating and holding staff accountable.
  • Experience working with refugees and immigrants, and knowledge of U.S. refugee and asylum law strongly preferred.
  • Experience managing city, state and federal grants.
  • Program management experience including experience with monitoring and evaluation to ensure program quality and compliance with grant/donor requirements.
  • Strong leadership experience and team-building skills, with the capacity to serve as lead for culturally appropriate and competent client care.
  • Solid experience with budget management and oversight of financial processes.
  • Excellent interpersonal skills and ability to communicate effectively both verbally and in writing to government funders, donors, clients from diverse cultural backgrounds and experience, multicultural staff, community partners, and volunteers.
  • International work or study experience and second language abilities a plus.
  • Ability to work under pressure and respond effectively in crisis management.
  • Exceptional time management, attention to detail, ability to multi-task and meet deadlines.
  • Strong decision-making skills and capacity to delegate decision-making to team members.
  • Proficient in the use of Microsoft Office Suite, financial systems, and database programs.
  • Valid insurance, and a reliable vehicle to be able to travel locally as required for the performance of duties.
