Position Summary & Duties Responsible

$24.72 After completion of 9-month probationary period.

POSITION SUMMARY

Under the direction of the Manager, operate heavy equipment in a two-person or more team setting. Perform complex tasks which involve the use of light to heavy equipment such as tandem or single axle Vactor trucks to perform storm drainage preventative maintenance, public works projects, and construction activities. Will operate the Vactor and other light to heavy equipment in adverse weather conditions, and work on a schedule other than the normal work hours of 8:00 a.m. to 5 p.m. Will be expected to work in roadway snow removal operations during winter months.

DUTIES AND RESPONSIBILITIES SUMMARY

  1. Complete and document daily safety inspections and operate on and off-road vehicles and equipment in accordance with safety standards which includes but is not limited to: the safe operational status of equipment; testing of tire conditions and air pressure; brakes; mechanical and engine fluids; water; brake lights; headlights; and other related systems and equipment. Attend safety and other meetings as required.
  2. Read and interpret County system maps. Utilize and maintain traffic control devised as needed which includes cones, directing traffic, mobile attenuators and barricades. Prepare reports including storm drainage corrective maintenance reports.
  3. Functional use of mobile access management work order system for assignments and entries of related system tasks to include the telemetry system and life station override controls.
  4. Use radio procedures to communicate with field and base to coordinate and complete storm drainage assignments. Perform confined space entries as necessary. Perform first aid or CPR as necessary.
  5. Operate and maintain mechanical and electrical driven pumps, hydrants, hoses and other auxiliary electric motors and mechanical engine equipment. Perform storm drainage duties responsibilities in accordance with safety laws and standards in adverse weather conditions and work on a schedule other than the normal work hours of 8:00 a.m. to 5:00 p.m. Perform roadway snow removal operations during winter months.
  6. In a team work crew setting, responsible for participating in high pressure combination cleaning, circuit televising of storm drainage lines. Utilize building/construction trade tools, equipment and materials to set concrete forms, construct, and repair storm drainage systems.
  7. Operate light to heavy motorized equipment which includes but is not limited to: Vactor, excavator, bulldozer, motor grader, backhoe, trench digger, bucket ruck, small crane, lift, belly dump, loader, tandem water and dump truck, bobtail truck, tractor/trailer, tractor, weed mower, and flatbed truck.
  8. Operate light to heavy motorized equipment in a safe and efficient manner for the assigned purpose of: towing, backing, and transportation of other vehicles and equipment, hauling sand, aggregate, and other road building materials, pumping and draining water, maintenance of rights-of-way, unpaved road and parking surfaces. Disassemble and assemble electrical and mechanical pumps for repair, replacing worm components and parts. Perform minor diesel engine maintenance and related tasks.
  9. Perform duties of a laborer including breaking, mixing, and placing concrete and asphalt using hand and power tools; installing pipe sections, valves and fittings; lifting and loading material and equipment; clearing and cutting trees, weeds, brush, and trash.
  10. Perform other duties as assigned.

Minimum Qualifications
  1. High school diploma or GED, plus a minimum of three (3) years general construction experience that includes the operation of various types of heavy equipment with one (1) of those years including the operation of vactors, motor graders and excavators, or dozers; OR a combination thereof, and one (1) year of pump operations and maintenance experience.
  2. Requires a valid New Mexico Commercial Drivers License, Class A, by employment date.
  3. Must be able to read, write, and understand written and oral instruction in English.
  4. Must have considerable skill and ability in the operation of heavy equipment and a general knowledge of construction and vehicle safety.
  5. Must possess the ability to work with the equipment, tools and materials specified in this classification.
  6. Must possess the ability to respond to public inquiries in a courteous manner.
  7. Must have the demonstrated ability to establish and maintain effective working relationships within work group.
  8. First Aid certified preferred.
  9. American Heart Association Cardiopulmonary Resuscitation, CPR certification preferred.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  2. Employee must comply with the safety guidelines of the County.
  3. Employee must complete required FEMA training(s) as assigned to position.
  4. Employee must possess a valid and current New Mexico Commercial Driver's License, Class A license by employment date and maintain a valid Class A NM driver's license while employed in this position.

WORKING CONDITIONS

  1. Performs work both indoors and outdoors. Most vehicle cabs are enclosed, and may or may not have heating and air conditioning units.
  2. Worker is exposed to snow, wind, possible lightening, and extreme cold and heat.
  3. Work in extreme weather conditions is required.
  4. Worker is exposed to intermittent noise and vibration factors.
  5. Worker is exposed to exhaust fumes, dust, and mists.
  6. Work is conducted primarily during daylight hours.
  7. Work is performed on even or uneven terrain, while operating equipment and performing general labor work. Surfaces may be wet or dry, muddy, paved or dirt roads. Grease or oil may be found on working surfaces.
  8. Work may be performed on inclines.
  9. Work hazards include gas/electrical lines, vehicle traffic, and exposure of skin to gasses and fumes.

EQUIPMENT, TOOLS AND MATERIALS

  1. Utilizes the vehicles described in the Essential Duties section.
  2. Utilizes the following hand operated tools: shovel, rake, axe, pick, pitchfork, chain saw, digging bars, handheld weed trimmer, sledgehammer, hand tools (e.g. hammer, screwdriver, wrenches), tamper, jackhammer, auger, and cutting torch.
  3. Petroleum products, tire chains, construction signs, chemicals, paint, water, weeds, salt, sand, and canvas.
  4. Eye goggles, dust masks or other air filtration systems, earplugs, gloves, rubber boots, reflecting vests, cones, and flags are used as safety precautions.
