Description

The Automated Advanced Target Development (A2TD) Integrator supports, plans and aids government leadership in their role to direct research or development work on complex components of the 3-D physics-based model.  This multi-year initiative seeks to apply emerging computer assisted technologies to automate advanced target characterization, harnessing 3D physics-based modeling, accurate intelligence representation, and enable defeat of WMD production, storage and/or command and control facilities that are harbored in Hard and Deeply Buried Targets (HDBT).  This position gathers information and anticipates requirements from the supported U.S. Indo-Pacific Command (USINDOPACOM) staff and component/partner organizations to aid in the crafting of CCMD requirements to DTRA’s Target Assessment Technologies Division.  This ensures the relevant development of capabilities to effectively support plans, exercises and operations within the USINDOPACOM area of operations.  As the development progresses, provide expert operation of modeling software with emerging AR/VR modeling capabilities to provide meaningful feedback to the developers and the end users.  Coordinate across USINDOPACOM directorates, components, and outside organizations to structure, synchronize, manage and de-conflict the use of modeling intelligence products globally in supporting intelligence and targeting operations.

Primary Responsibilities:

•    Gain and maintain in-depth understanding USINDOPACOM current and emerging contingency plans and resultant requirement shortfalls.
•    Craft and communicate current and emerging DTRA capabilities with the potential to resolve or mitigate requirement shortfalls.
•    Identify requirement shortfalls relevant to DTRA R&D efforts and communicate those back to the DTRA.
•    Collaborate with the full range of command personnel to understand how current and emerging capabilities can be efficiently transitioned into workflow.
•    Provide or coordinate training on the complexities of the HDBT target domain to command personnel.
•    Understand and educate command personnel on DIA Underground Facility Analysis Center (UFAC) capabilities and products and their relationship to DTRA.
•    Effectively communicate to both Senior Staff and operational level personnel through discussion, briefings and other written correspondence.
•    Keep DTRA and UFAC appraised on status of current transition initiatives, developing issues, and other operationally relevant topics.
•    Serves as the automated target modeling subject matter expert and instructs assigned personnel on use of tools and workflow.

Basic Qualifications:

•    Bachelor’s Degree in an Engineering or Mining/Geotechnical Engineering discipline with 12 years of experience conducting engineering related activities. 

•    Must have a TS/SCI with CI poly OR Must have a TS/SCI to start and willing to obtain a CI poly
•    Self-starter with the ability to work in a fast paced, high energy environment, with minimal day-to-day oversight or direction.
•    Ability to think in both broad strategic concepts and tactical applications of applied technological capabilities.
•    Ability to demonstrate tools and technologies, with relevant use cases for customer representatives.
•    Ability to communicate with executive leadership (internally or client) or user groups regarding matters of significant importance to the organization/project.
•    Ability to convince others to accept areas view/current practices and agree/accept new concepts, practices and approaches.
•    Must possess an understanding of facility management concepts and operations (structure, infrastructure, etc) and inter-operability/dependencies of cojoined systems.
•    Experience in either the DoD targeting or Intelligence communities and the ability to identify and put into context confidence levels and uncertainties associated with domain related intelligence assessments.

Preferred Qualifications:
•    Experience supporting USINDOPACOM or subordinate elements is preferred.
•    Military or defense-related experience and an understanding of operational planning.  Knowledge of the Joint Targeting Cycle, Facility Target Development, Facility Vulnerability Analysis, weapons effects, Military Operational Planning or defense industry production process is a strong plus.
•    Experience in use/development of modeling and simulation (i.e. Assisted Reality/Virtual Reality or Machine Learning/Artificial Intelligence) is a plus.
•    Understanding or experience in conducting facility vulnerability or survivability assessments.
•    Background or experience in any of the following; pattern of life analysis, thermal dynamics/airflow, protective design, SCADA, endurance/reconstitution calculations, power generation and distribution, communications.

Pay Range:Pay Range $122,200.00 - $220,900.00
