Job Title: Outreach Coordinator
Department: Aspen Pitkin County Housing Authority
Classification: Non-Exempt

Hiring Range: $29.08/hour - $32.72/hour

Salary Range: $29.08/hour - $43.62/hour


Position Summary: This position performs mid-level community engagement, communications, public relations for the Aspen Pitkin County Housing Authority (APCHA). This position administers programs that support the long-term sustainability of APCHA housing stock, such as coordination of capital reserve studies with APCHA HOAs (Home Owner Associations), and evaluation of grant requests. This position develops relationships with HOAs listening to their needs and requests, and develops professional expertise as a coach and advocate for APCHA HOAs. This position works with different members of the APCHA team to support various initiatives, pilot programs or specific project goals.
Supervision Exercised and Received: Position works under the direct supervision of the APCHA Deputy Director and does not exercise direct supervision over staff.


Essential Job Functions :

Community Outreach and Presentation

* Conduct outreach on APCHA policies to community members and organizations
* Prepare and/or give presentations to the public, community organizations and others
* Organize special events for APCHA, such as meet and greets and educational seminars
* Develop meeting notices, flyers, surveys, and outreach materials
* Respond to letters, public inquiries, e-mails, and other communications
* Manage social media platforms to engage and inform members of the community
* Convey APCHA goals and vision to community members

Stakeholder Relationship Management

* Develop and maintain strong working relationships with HOAs in the APCHA system
* Develop and maintain strong working relationships on the City of Aspen Housing team
* Coordinate, liaise, and confer with other city departments and Pitkin County colleagues
* Schedule regular outreach in Aspen and Pitkin County to APCHA stakeholders
* Share community concerns, praise, and feedback with APCHA leadership and the APCHA Board
* Attend HOA meetings to convey APCHA news and programs

Home Owner Association Expertise Project Management

* Administer current and future APCHA programs to support HOAs and the sustainability of APCHA housing stock, including liaison on capital reserve studies, and administration of sustainability programs
* Consult with industry experts on HOA best practices
* Share resources and best practices with HOA leaders (NOTE: will not provide legal advice)
* Develop technical knowledge of housing stock sustainability issues such as climate building performance standards
* Develop and maintain list of preferred contractors

Analysis and Reporting

* Analyze, evaluate and report on community issues to APCHA leadership and APCHA Board of Directors
* Prepare reports, surveys, studies, or other documents
* Prepare reports and issue papers for policy discussion by APCHA leadership and APCHA Board of Directors

Minimum Qualifications:

Education: Bachelor's degree in a related field such as government, public policy, human services, economics, management, economics.

Experience: Two years' experience in a related field including government, public policy, community engagement, or property management

Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.

Licenses & Certifications:
Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.


Preferred Candidate :
* Fluency in written and spoken Spanish.
* Ability to facilitate community listening sessions.
* Excellent interpersonal and public relations skills.
* Strong research and analytical skills.
* Skilled in serving a diverse population with sensitivity, diplomacy, and tact.
* General knowledge of the principles and practices of affordable or workforce housing programs.
* Ability to use critical thinking in evaluating inquiries and preparing responses.
* Skilled in preparing complex reports and creating effective presentations.
* Ability to communicate professionally and effectively with internal/external customers.
* Ability to work independently, establish priorities, and meet deadlines.
* Ability to organize, coordinate, and present information accurately and effectively.

  • NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
    Position Type and Work Hours:

    * Regular full time, hours may vary with workload.
    * Evenings/weekend work will be required to coordinate with HOA meetings and other community engagement.

    Work Environment:

    * Off-Site: Meetings, trainings, and site visits at different properties in the APCHA system.
