Under general supervision, performs a wide variety of difficult and responsible duties in the installation, enhancement and maintenance of process automation Distributed Control Systems (DCS) and Supervisory Control and Data Acquisition (SCADA) systems to ensure safe, efficient and cost-effective operation of the Agency's operated facilities; works with end users to determine, document and apply process control standards and requirements to systems and devices; programs and maintains specialized hardware and field devices; assists in the maintenance of radio systems and communication networks; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
A Control Systems Analyst I performs journey-level professional duties in the information systems services job series. Incumbents in this class program, maintain, enhance and support the Agency's control systems operations. Incumbents assist and train the Agency's end users to make effective use of process automation systems and process information networks to effectively accomplish Agency and departmental goals.
Control Systems Analyst II is the advanced skill level and working lead class in the Control Systems Analyst series. In addition to performing the full range of journey-level professional duties, incumbents serve as the working lead person of the unit, coordinating and overseeing the work and providing training and guidance to employees engaged in the operations, maintenance and integration of process automation platforms, related computer systems and networks. Incumbents provide advanced technical and systems administration support of the network and provide design input on process automation and control system projects. Incumbents work with limited supervision and exercise independent judgment to ensure employees complete assigned tasks and responsibilities in accordance with broad operational or project requirements. Performance is measured in terms of overall performance and results.
Control Systems Analyst II is distinguished from the Process Automation & Control Supervisor in that incumbents in the latter class have full supervisory responsibility for the section and broader administration duties.
Employees in this class typically report to a Process Automation & Control Supervisor.

QUALIFICATION GUIDELINES:
A typical way of obtaining the knowledge, skills and abilities outlined above is:
Control Systems Analyst I - Graduation from an accredited four-year college or university with major coursework in electronics, computer information systems, engineering or a closely related field, and at least three years of progressively responsible experience in implementation and maintenance of process automation and controls in wastewater/water treatment or other industrial environment; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.
A Control Systems Analyst I may be considered for advancement to Control Systems Analyst II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources and are described in .
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
ISA Certified Control Systems Professional, ISA Certified Control Systems Technician or CWEA Electrical/Instrumentation Grade III is desired.

ABILITY TO:

Troubleshoot, diagnose, modify and repair automation and network hardware, software, communications, and complex system problems.
Configure, maintain and manage the operations of computer platforms and/or networks to achieve optimal process performance and user support.
Analyze and define process and user requirements and recommend efficient, cost-effective hardware, software, network/communication and technical applications solutions.
Conduct analysis and feasibility studies.
Review and evaluate design plans and specifications for a wide variety of electrical, telemetry, control and instrumentation projects.
Analyze problems, evaluate alternatives and recommend or adopt effective courses of action.
Organize, set priorities and exercise expert independent judgment within areas of responsibility.
Implement and operate control programs and applications for PLCs, SCADA and DCS.
Apply in-depth understanding of theories and concepts of process automation and control wastewater/ water treatment processes.
Understand, interpret, explain and apply applicable laws, codes and ordinances.
Represent the Agency effectively in dealings with vendors and consultants.
Present proposals and recommendations clearly and logically.
Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.
Establish and maintain effective working relationships with all those encountered in the course of work.
