PURPOSE:

This position is responsible for managing effective working relationships with Montana (and where appropriate Pacific Northwest regional) government agencies and officials at the municipal, county and state level. The incumbent will also represent Calumet Montana Refining (CMR) and Montana Renewables (MRL) on key business and trade groups. The position exists to enhance the Company's reputation in these stakeholder communities through advocacy and outreach, and scope includes all aspects of the Company's business interests including economic development.

The position will report to the EVP, Montana/Renewables and will coordinate closely with Calumet's communications and investor relations functions.

KEY OBJECTIVES AND RESPONSIBILITIES:

Establish productive, positive and effective relationships with Montana government leaders.

  • Represent CMR/MR in various economic development opportunities including Chambers of Commerce and Economic Development groups.
  • Assist in the establishment of position papers for consistent and appropriate company messages.
  • Identify strengths and challenges in each community.
  • Represent CMR/MR at public meetings and forums.
  • Develop and/or present informational presentations to governmental and civic groups.
  • Identify emerging community issues before they become a concern for the Company.
  • Increase CMR/MR presence, stressing positive corporate citizenship.
  • Communicate company initiatives and our business strategies to stakeholders.
  • Provide draft press releases to Corporate Communications on activities. Manage issues where there is real or potential conflict between CMR/MR and community position. Lead Company's decision-making process on controversial community issues.
  • Keep government officials informed of Company work practices, business decisions and programs which impact customers and the community.
  • Establish business partnerships, in turn becoming a recognized partner in community efforts and expanding CMR/MR value to communities and customers.
  • Maintain a list of community organizations and key community leaders in CMR/MR service territory.
  • Analysing and monitoring of legislation and regulatory rulemaking impacting Montana Renewables and broader Calumet
  • Managing the legislative affairs that impacts our industry; interacting with Lobbyist as required.
  • Grassroots advocacy development with trade associations
  • Advisement on political action committees and their decisions on supporting candidates for elected office.

REQUIRED EDUCATION/EXPERIENCES:

  • College degree in related field or combination of education and work experience providing equivalent knowledge.
  • Minimum of five years work-related experience and extensive public speaking experience required.
  • Proven relationship experience with government bodies, with a strong preference on relationships local to Montana.
  • Project management experience and ability to work with complex issues in a public setting required.
  • Very strong interpersonal skills are critical.
  • Must be willing to work non-traditional hours to attend city council meetings, etc.

PREFERRED EDUCATION/EXPERIENCES:

  • Demonstrated successful experience in crisis management, negotiation, and community leadership (e.g., Chamber of Commerce, Economic Development, politics, etc.) preferred.
  • Previous lobbying experience and understanding of Company policies, procedures, and functions preferred.
