The State Teachers Retirement System of Ohio (STRS Ohio) is seeking a Sourcing Analyst 1, 2 or Senior Sourcing Analyst to join the EX/ITS Business Enabling Services team.

Compensation:

Grade 6N: $30.00 to $33.00/hr.

Grade 8: $70,000 - $75,500

Grade 9: $87,500 to $95,500

Work Schedule:

Monday through Friday, daytime work schedule with up to two days per week remote work opportunities.

General Summary:

Under the direction of the supervisor, Sourcing and Vendor Risk Management, purchase hardware, software, telecom, supplies, and services; develop and negotiate complex contracts; manage vendor relationships; manage solicitations efforts.

Summary of Responsibilities:

Sourcing Analyst 1:

• Purchase IT hardware, software, telecom, supplies and services from vendors in accordance with State Teachers Retirement System of Ohio (STRS) policy. Negotiate with vendors to obtain the best price, terms and availability.

• Assist with contract review, negotiation, and renewal of ITS software, subscription and maintenance services.

• Monitor department expenditures and assist with budgetary compliance and planning.

• Manage telecom and invoice processing ensuring accuracy, prompt payment and dispute resolution.

• Assist with the development and issuance of solicitations including Request for Proposals (RFPs) and participate in analysis, evaluation and vendor notifications.

Sourcing Analyst 2:

• Initiate vendors contact to research and purchase technical IT hardware, software, telecom, supplies and highly skilled resources in accordance with State Teachers Retirement System of Ohio (STRS Ohio) policy. Negotiate with vendors to obtain the best price, terms and availability.

• Plan, direct and administer all aspects of IT sourcing within projects including defining scope, setting strategy, developing and monitoring progress, timelines, price analysis and managing resources and vendor performance. Coach project team members on procurement strategies.

• Negotiate with vendors to reduce subscription and maintenance costs. Manage complex software renewals to ensure contract and vendor management compliance.

• Review contract terms and conditions and identify and negotiate changes with vendors; advise departments of contractual rights and obligations; negotiate amendments. Leverage sourcing power to identify and resolve contractual issues.

• Analyze and track department expenditures and assist with managing budgetary compliance, vendor payment and strategic planning.

• Develop and issue Request for Proposals (RFPs) and lead the vendor and pricing analysis, evaluation, and notification process; prepare award proposals.

• Develop policies and research best practices in the area of IT sourcing; identify and implement process improvements.

Senior Sourcing Analyst:

• Initiate vendors contact to research and purchase technical IT hardware, software, telecom, supplies and highly skilled resources in accordance with State Teachers Retirement System of Ohio (STRS Ohio) policy. Negotiate with vendors to obtain the best price, terms and availability.

• Plan, direct and administer all aspects of complex IT sourcing projects including developing a sourcing strategy and monitoring progress, price analysis and managing vendor resources and timelines and vendor performance. Coach project team on sourcing strategies.

• Conduct external vendor meetings to discuss product specifications.

• Negotiate with vendors to reduce subscription and maintenance costs. Manage and track complex software renewals to ensure contract and vendor management compliance.

• Review complex contract terms and conditions and identify and negotiate changes with vendors; advise departments of contractual rights and obligations; negotiate amendments. Review the contract review process with Legal and suggest process improvements.

• Develop and issue Request for Proposals (RFPs) and manage vendor and pricing analysis, evaluation and notification process; prepare award proposals.

• Develop policies, and research best practices in the area of IT sourcing; identify and implement process improvements.

• Train and coach Sourcing Analysts.

Summary of Qualifications:

Sourcing Analyst 1:

• College-level course work and six or more years of relevant experience in sourcing and /or vendor management required.

• Knowledge of purchasing principles preferred.

• Interpersonal skills necessary to deal effectively and courteously with internal and external contacts required.

• Excellent organizational and time-management skills and a high degree of accuracy and attention to detail required.

• Ability to work independently and in a team environment while meeting tight/close deadlines with minimal direct supervision required.

Sourcing Analyst 2:

• Bachelor's degree in related field required.

• Six or more years of relevant work experience in IT sourcing.

• Experience in designing, managing and conducting complex contractual negotiations and awarding of contracts preferred.

• Thorough knowledge of information technology products, services and sourcing principles preferred.

• Knowledge of project management techniques and practices preferred.

• Demonstrated ability in cost reduction and negotiation skills with sourcing of IT goods and services preferred.

Senior Sourcing Analyst:

• Bachelor's degree in related field required.

• Eight years of relevant experience required.

• Experience in complex contractual negotiations.

• Extensive knowledge of information technology products and sourcing principles, including developing and evaluating request for proposal/quote and comparing and analyzing costs for complex technology solutions required.

• Thorough knowledge of IT infrastructure, services, technologies and processes required.

• Thorough knowledge of project management techniques and practices required.

• Demonstrated ability in cost reduction and negotiation skills.
