Safety & Training Manager 
Hillburn, NY 
 
Position Overview 
The Safety & Training Manager reports directly to the General Manager and is responsible for every aspect of developing, promoting, delivering, and managing the safety programs at this location. Emphasis will be placed on achieving measurable results by creating a “Safety Culture” embraced by everyone within the organization. This person truly needs to be committed to a safety-first culture. Ensures compliance with federal, state and local regulations and company policy. This person also oversees our FTA Drug and Alcohol Program. Our salary range for this position is $85 - $95K/year. 
Requirements: 
  • 2-3 years of Public Transit, Safety or related experience is required.
  • Commercial Driver’s License (CDL) B with Air Brakes and Passenger Endorsements.
  • 19(A) Certified with the State of New York (or ability within 6 months of employment)
  • Ability to pass a DOT physical examination, including a background and a drug test.
  • Travel requirement: <5% for occasional meetings
  • Understanding and experience in loss prevention and risk management.
  • Familiarity with all applicable safety rules, regulations and standards – OSHA, EPA, and ADA requirements
  • Thorough knowledge and understanding of NYDOT (New York Department of Transportation), FTA (Federal Transit Administration), FMCSA (Federal Motor Carrier Safety Administration) rules and regulations.
  • Serves as location Designated Employer Representative and manages location FTA Drug and Alcohol compliance.
  • Strong written and oral communication skills, that include ability to explain and present regulations to others.
  • Experience in directly managing employees.
 
Responsibilities: 
  • Conduct or supervise interviewing, selection, and recruitment of an adequate number of operator applicants to effectively provide safe, efficient, service.
  • Manage driver training and may conduct driver training, recommend retraining and discipline as required.
  • Review accident reports to reduce the number and severity of accidents, maintain complete safety files (i.e. accident report, worker compensation injury reports).
  • Maintain or coordinate complete personnel record keeping.
  • Maintain substance abuse file.
  • Coordinate compliance with Federal, State, and local laws and work closely with General Manager or Designee to accomplish company objectives.
  • Must be able to pass all requirements to be qualified as a Vehicle Operator would at the location.
  • Provides direction and guidance to location trainers. Develops and monitors contents of classroom training to ensure compliance.
  • Schedules and conducts re-cert and retraining.
  • Investigates incidents, accidents, and work-related injuries, including accident investigation, accident reports, accident files, accident register, and follow up with the claims office and adjusters as necessary.
  • Provides post-accident counseling with drivers. Retrains drivers as necessary.
  • Prepares and submits accident-related compliance forms and maintains files.
  • Plans, schedules, and conducts monthly safety meetings based on company safety and safety training goals and objectives. Assists and participates in Safety Action Team meetings.
  • Provides assistance and training to drivers and attendants on passenger management and other safety-related issues.
  • Performs driver road checks of driver performance.
  • Supervise employees with safety and/or driver hiring or training responsibilities (e.g., Road Supervisors, Driver Trainers/Instructors).
  • Provides various reports and analyzes, including safety trends. Develops cost-saving recommendations.
  • Performs other duties and projects as assigned.
