About the Role:

The contracts administrator position will encompass and support all aspects of state and federal contracts and subcontracts for the organization. This role supports the life cycle of the contracting process - from assisting with the preparation of proposal responses to providing support to project teams and the finance department, conducting negotiations with subcontractors and other partners, administering contracts and subcontracts, providing compliance reporting, and maintaining contract and subcontract documentation (including processing contract modifications and change orders).

Key Responsibilities
  • Draft various levels of contract/subcontract documents in accordance with applicable NYSTEC policies, procedures, practices, and/or guidelines.
  • Provide contract summaries and ensure that contract execution is in accordance with company policy.
  • Support the development, negotiation, and award of subcontracts and other business agreements (teaming, nondisclosure, confidentiality).
  • Monitor and ensure compliance with legal requirements, contract specifications (including minority and women-owned business enterprise [MWBE] participation and reporting), and government/client regulations.
  • Prepare and administer routine correspondence and other contract/subcontract related documentation.
  • Prepare, organize, and maintain contract and subcontract records and files documenting performance and compliance.
  • Educate internal clients to improve processes and to ensure effective contracting practices.
  • Attend meetings with visiting clients to review and resolve any problems or misunderstandings regarding the contract and to strengthen business relationships.
  • Establish and maintain regular written and in-person communications with stakeholders regarding pertinent contract and subcontract needs.
  • Prepare other contract reporting/compliance documentation, as needed.
  • Exercise a high degree of confidentiality.
  • Demonstrate the NYSTEC core values and behaviors.

About You: Required Qualifications
  • Prior experience handling multiple complicated projects with conflicting deadlines.
  • Knowledge of and experience working with, developing, and supporting a variety of contracting types (time and materials, fixed price, cost plus fixed fee).
  • Able to conduct and summarize complex matters and research, as required.
  • Excellent written and verbal communication skills and the ability to read, analyze, and interpret technical journals and governmental regulations.
  • Able to effectively present information and respond to questions from groups of managers, clients, and the public.
  • Strong experience with and knowledge of the Microsoft Office suite of products, including SharePoint.
  • Exceptional customer service orientation (internal and external stakeholders).
  • Extensive experience working in a team-oriented, collaborative environment.
  • Excellent organization skills, including managing accuracy and balance of both big picture and details.
  • Understands NYSTEC's mission, brand mindsets, and core values and can put the behaviors into practice.
Preferred/Desired Qualifications
  • Certified professional contract manager (CPCM) or equivalent certification/training.
Education and Experience
  • A bachelor's degree, preferably in business administration or information technology, and three years of experience in a contracts administration or related setting. An equivalent combination of advanced education, training, and experience will be considered. Experience in federal contracting is preferred.

The pay range for this position will be $69,385.00 to $95,405.20 per year.
