Position Purpose:

The role provides technical and managerial leadership to personnel across the Pennsylvania Business Unit to effectively develop and deliver the "Capital Investment Program" tied to success criteria defined in the company's capital strategy (i.e. operational performance, budgets, schedules, regulatory compliance, rate filings, DSIC, etc.) The role works closely with operations management and support personnel leading and coordinating project activities and developing consistent and efficient practices across the business unit. The role works closely with corporate management (Engineering/Capital Delivery, Asset Management, Planning, Energy, etc.) to ensure adherence with corporate standards, strategies and best practices.

Primary Duties/Responsibilities:

  • Manage direct reports and guide indirect reports who support the delivery of capital projects for the business unit.
  • Develops, with the support of engineering, operations and management, annual and medium term capital plans that achieve operational and business needs while adhering to company financial goals.
  • Ensure the successful delivery of the capital investment program, including budget, schedule, performance and other objectives.
  • Drive efficiency into project delivery through standardization, monitoring of delivery metrics and utilization of alternate procurement and delivery methods as applicable.
  • Provides monthly reports to local and corporate management regarding the status of capital projects and issues affecting project performance. Monitor and manage budgets, forecasts and changes to the plan according to corporate guidelines.
  • Oversee preliminary engineering and coordination of any studies, pilot testing programs, budget development, project reviews and funding approvals.
  • Selects and manages engineering and other consultants for projects as required.
  • Manage the development of technical, bidding and contractual documents in accordance with corporate engineering guidelines including negotiations of unit agreements in coordination with supply chain management.
  • Leads and manages sub-contractors including negotiations of sub-contract agreements; delivery of projects on time and within pre-established budgets.
  • Support the oversight of field and contract personnel to ensure timely completion of assignments, within budget and adherence to standards.
  • Provide technical expertise on engineering and operational issues for the business unit.
  • Works with the Corporate Planning group in the development/maintenance of company master plans, ensuring projects are aligned to Master Plans.
  • Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the designs.
  • Maintains relations and interacts with external entities and regulators to ensure compliance and accomplishment of company needs.
  • Manage and support environmental and governmental permitting processes.
  • Participate as an expert witness in company filings.
Qualifications

Education/Experience/Background:

  • Bachelor's Degree in Environmental or Civil Engineering/ Master's Degree preferred.
  • Minimum 10 years' experience managing design and construction projects for water utilities including: source of supply, treatment, pumping facilities, storage tanks, new and existing transmission, distribution/service lines and automated metering systems.
  • Minimum 5 years; experience managing engineering and related professional staff.
  • Experience with private utility business and regulations.
  • Experience in developing and delivering capital plans linking operational and business needs in accordance with the success criteria defined in the capital strategy.
  • Experience with environmental regulatory framework and permitting, including drinking water quality standards and compliance.

Knowledge/Skills/Abilities:

  • Strong leadership, motivational and change management skills.
  • Strong organizational and project management skills, ability to prioritize and meet goals.
  • Effective communication, presentation and reporting skills. Experience utilizing alternate project delivery methods.
  • Computer skills (Google, Oracle PeopleSoft, Power Plan, hydraulic modeling or other planning/performance monitoring tools a plus).
  • Financial analysis skills, including budget management, ongoing assessment of project risks/opportunities and basic accounting knowledge.
  • Fundamental knowledge of operational technologies including SCADA, GIS, hydraulic network modeling/analysis, work and asset management systems, AMR/AMI.

Required Certification/Licenses/Training:

  • Registered Professional Engineer.

Physical Requirements:

  • Ability to travel approximately 10% -20%.
  • Ability to work transversally between the Operations across the business unit and Corporate.
