The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.

The Colorado Coalition for the Homeless currently seeks a Vice President of Housing Assistance to oversee the Housing Assistance Department. In this position, you will provide strategic and organizational leadership to optimize, improve and expand the efficacy and capacity of CCH's robust housing placement, housing voucher administration and bridge housing services to provide quality housing outcomes to people experiencing homelessness (currently in CCH programs, and new referrals) as well as working with programs and properties to increase housing retention. This position is located at 2135 Stout St., Denver, CO 80205 and reports to the Chief Real Estate Officer.

Essential Job Functions

  1. Provides strategic and organizational leadership to optimize, improve and expand the efficacy and capacity of CCH's robust housing placement, housing voucher administration and bridge housing services to provide quality housing outcomes to people experiencing homelessness (currently in CCH programs, and new referrals) as well as working with supportive services and property management to increase housing retention.
  2. Participates on CCH's Real Estate Executive Team to provide organizational leadership and promote HAD's role in the success of CCH's overall real estate and housing programs.
  3. Partners with staff members to create and articulate clear and optimized pathways for accessing CCH's housing resources, ensuring that access to CCH housing is equitable, fair, and is meeting the diverse needs of various people and families experiencing homelessness and ensuring that CCH housing programs are accessible to minority and disenfranchised populations.
  4. Ensures that department policies, procedures and practices meet all funding and regulatory requirements.
  5. Working with department leadership, oversees all aspects of housing intake and rental assistance programs, ensuring that CCH housing resources are used to their full capacity while staying true to CCH's Philosophy of Service and Mission Statement.
  6. In collaboration with the leadership of CCH property management, streamlines housing program intake and referral processes to ensure program units in the CCH portfolio are being filled in a timely and efficient manner.
  7. Ensures that the department is assisting with meeting program outcome requirements, and that housing placements meet program eligibility criteria.
  8. Oversees department leadership, in collaboration with the CCH property management, to maintain an accurate inventory of subsidized units at CCH properties, reflecting the correct subsidy utilized at the properties and program and property eligibility requirements.
  9. Oversees that the team facilitates and expedites the identification of an appropriate applicant for a vouchered unit at each property, monitors the move-in readiness status of such units, ensures that application packets are complete and appropriate, and troubleshoots any delays in the lease up of referred clients. Collaborates with department leadership, property management and program leadership to ensure full utilization of rental assistance resources and minimize the amount of time subsidized units are vacant at CCH properties.
  10. Establishes, enhances, and implements processes and procedures to define intake process and needs; enacts efficient identification of qualified referrals needed to fulfil CCH's property and program requirements, while managing competing and conflicting priorities to meet the agency's financial obligations and mission.
  11. Working with department leadership, ensures that each unit at CCH properties with a voucher administered by CCH is receiving the maximum contract rent in accordance with applicable voucher requirements and federal or state regulations.
  12. Responsible for responding to Reasonable Accommodation requests consistently with CCH's Reasonable Accommodation and Modification Request policy.
  13. Coordinates and monitors HUD CoC, rental assistance and other housing related grant budgets, ensuring adherence and compliance. Monitors the outcomes for HUD grants to ensure that CCH is meeting outcomes outlined in contracts.
  14. In collaboration with department leadership, manages and maintains landlord relationships and subsidy payment for scattered site housing.
  15. Oversees department leadership to ensure accurate dispersal of monthly Housing Assistance Payments across all voucher programs.
  16. Oversees department leadership to ensure that a robust training and orientation program is in place, and implements and leads other strategies essential for staff retention.
  17. Establishes, enhances and implements housing assistance policies and procedures across CCH and ensures that housing programs comply with all applicable federal, state and local regulations.
  18. Serves as primary point of contact with key partners: HUD, the Denver Housing Authority (DHA), Colorado State Department of Local Affairs, Division of Housing (DOH) and the City of Denver's Department of Housing Stability (HOST) on CCH Metro and Rural Housing Programs.
  19. Serves on various boards, ad hoc committees, and housing related task forces in the community, representing CCH. In collaboration with the VP of Community Services and the VP of Supportive Housing, represents CCH in the Denver Metro ES/OneHome System, as requested, cultivating, and maintaining mutually beneficial partnerships with all CoC providers.
  20. Performs other duties as assigned.

Qualifications Summary

  1. Bachelor's degree in work related field of study preferred. Experience may be substituted for degree.
  2. Demonstrated experience in managing multiple housing programs simultaneously.
  3. Demonstrated experience in developing and implementing new housing programs.
  4. Experience working with Public Housing Authorities (PHAs) preferred.
  5. Extensive experience with HUD and/or state funded Housing Programs required.
  6. Supervisory experience required. Homeless services experience preferred.
