Job Description: Project Description: Professional Safety/Environmental Work in Support of the MTA Capital Program. APM II includes Overseeing lead paint disturbance/removal projects.

Description of Work:
Reviews Contractor submittals pertaining lead paint disturbance work to confirm compliance with Specifications.
Oversees lead paint disturbance contractors and environmental consultants to ensure work is performed properly.
May also include oversite of contractors performing asbestos abatement work or operations that may generate airborne silica.

Other Work Requirements:
The Consultant shall provide safety shoes, at no cost to the MTA, which meets MTA guidelines and specifications when participating in any activities located on the track or wayside.
Consultant must also provide protective suits/equipment including respirator and be responsible for yearly fit testing.
Consultant shall have current OSHA 30 Hour Training before start date.
Must pass a one-day NYCT Track Safety & prior to participating working on any MTA project. Education Requirement: APM I Education Requirements:
Bachelor's Degree from an accredited college in an engineering, architecture, landscape architecture, business administration or public administration AND one year's experience
OR
Four-year high school diploma or its educational equivalent AND five years' experience
OR
education and/or experience to make up the equivalent of FIVE YEARS EDUCATION AND EXPERIENCE
One year of experience will be given for:
30 semester credits of college education leading to a Bachelor's.

APM II Education Requirements:
Bachelor's Degree from an accredited college in an engineering, architecture, landscape architecture, business administration or public administration AND two years' experience
OR
Four-year high school diploma or its educational equivalent AND six years' experience
OR
education and/or experience to make up the equivalent of SIX YEARS EDUCATION AND EXPERIENCE
One year of experience will be given for:
30 semester credits of college education leading to a Bachelor's. Knowledge, Skills, Abilities: APM I Experience Requirements
One year experience commensurate with level of education described above with
required experience in overseeing lead paint disturbance/removal projects that involve surface preparation activities that include hand scraping, power tool cleaning, chemical removal, and abrasive blasting methods.

APM II Experience Requirements
Minimum of two years' experience having served in a supervisory capacity with Bachelor's or commensurate with experience described above OR
one year as a project manager for a large and/or complex construction project AND
required experience in overseeing lead paint disturbance/removal projects that involve surface preparation activities that include hand scraping, power tool cleaning, chemical removal, and abrasive blasting methods.

The candidate must have experience with the following:
Containment design review to ensure containment is designed in accordance with Association for Materials Protection and Performance (AAMP) (formerly The Society of Protective Coatings (SSPC) and contract requirements. Containment design review includes review of drawings and ventilation calculations.
High volume air monitoring for Total Suspended Particulate (TSP) Lead
Performing visible emission assessments of containment.
Containment ventilation measurements.
Inspections of paint removal projects, including abrasive blasting, to ensure contractor is following project requirements.
Performing inspections of hazardous waste storage areas.

Required Licensing/Certifications:
AMPP/ SSPC C3 Supervisor/Competent Person for De-leading of Industrial Structures
OR
AMPP C5 Lead/Hazardous Coating Removal Refresher training within the past year.
It will be a requirement of the candidate to take the C5 refresher training annually during the duration of this assignment; refresher fee to be paid for by consultant.

NYS Dept. of Labor (NYSDOL) Asbestos Project Monitor
NYSDOL Asbestos Inspector
NYSDOL Asbestos Designer
NYSDOL Asbestos Supervisor
OSHA 40 Hour HAZWOPER and 8 Hour HAZWOPER Refresher or Hazardous
Waste Training that meets the requirements of NYS Department of Conservation (NYS DEC) statute 6 CRR-NY 373-3.2(g). This training must be refreshed on an annual basis during the duration of this assignment; refresher fee to be paid by consultant.

Special Skills/Training Requirements:
Knowledge of OSHA 1926.62 requirements
Knowledge of AMPP Guidelines as they pertain to paint removal activities.
Knowledge of federal and state hazardous waste regulations as they pertain to paint removal projects.
Good Computer skills, proficient in Microsoft Word and Excel.
Candidate should have extensive knowledge of federal and state environmental regulations and capable to address environmental issues. Hours: Normal Work Week: Days of week vary. Minimum 40 Hours (nights/weekends/holidays based on project need) Duties may require assignment to various shifts and may include weekend, nights, or holiday work.
No. of Paid Hours per Week: 40 hours
(MTA C&D does not pay for lunch hours.)
Hours of Work: Mon thru Fri and weekends when required; shifts may vary as needed (7:30 am to 4:30pm; 4pm to12am; 12am to 8pm)
