Position Overview
The Doctrine Developer SME - Senior is responsible for the research & analysis, planning, developing, and publishing & implementation of Army Military Intelligence (MI) doctrine for all intelligence disciplines. Requires strong analytical and writing acumen.
Responsibilities / Duties
  • Conduct research and analysis to determine if new doctrine publications need to be created or existing doctrine needs to be revised, changed, or rescinded.
  • Formally review doctrine publications at least every 18 months for relevancy and currency using characteristics of effective doctrine IAW TRADOC Reg 25-36.
  • Determine doctrinal requirements.
  • Conduct research to determine the scope of development.
  • Determine (estimated) timeline for inclusion in Program Directive (PD).
  • Develop PD (official doctrine development requirement) and coordinate approval from CG CAC.
  • Participate in assigned writing teams and SME working groups.
  • Engage the editor and graphic designers throughout the draft process.
  • Ensure to apply characteristics of effective doctrine IAW TRADOC Reg 25-36.
  • Participate in the staffing and adjudication process.
  • Coordinate for and participate in the doctrinal review and approval group (DRAG) process, as necessary, if unresolved major and critical issues remain after the final draft adjudication process.
  • Participate in requisite decision briefs, as necessary.
  • Participate in the publication and implementation processes.
Minimum Requirements
  • Active TS/SCI security clearance.
  • Expertise and experience in writing and developing technical documents in the English language.
  • Demonstrated understanding of intelligence systems, operations, and training within the specified area.
  • Background in intelligence disciplines, including but not limited to Geospatial intelligence (GEOINT), Human Intelligence (HUMINT), Counterintelligence (CI), Open-Source Intelligence (OSINT), Measurement and Signature Intelligence (MASINT), and SIGINT.
  • 8-10 years MI experience at multiple echelons and with multiple assignments.
  • 8 years of experience in specific intelligence domain.
  • Knowledge of MI keystone, echelon, and disciplines doctrine.
  • Knowledge of Combined Arms Doctrine.
  • Demonstrated ability to read, write and think clearly.
  • Possess interpersonal skills that enable them to work well with action officers.
  • Demonstrated knowledge of and success applying the Army Doctrine Development Process
Preferred Skills/Knowledge
  • Experience briefing senior leadership.
  • Experience with document staffing and adjudication processes.
Physical demands
  • Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
  • Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances.
