Position Overview
The Lessons Learned SME - Expert is responsible for observing, collecting and reporting lessons and best practices (L&BP) in response to USAICoE dynamic collection requirements. Analyzes L&BP and applies analytical conclusions of trends, patterns, issues, or best practices to assist in the development of MI proponent capability area potential solutions. Enters/uploads collection, analysis, or any other related work virtual workspace on NIPRNET, SIPRNET and JWICS as appropriate. Travel requirement includes approximately eight 1-2 week trips annually (CONUS & OCONUS).
Responsibilities / Duties
  • Participate in development of a comprehensive L&BP collection strategy.
  • Identify Operational Force Events (OFE) for collection opportunities.
  • Develop information collection requirements (ICR).
  • Identify most suitable methods of collection based upon event (passive observation, surveys, interviews, etc...).
  • Execute collection strategy.
  • Hold sensing session with target audience to ascertain value added for visit.
  • Conduct closeout briefing with unit commander/organizational lead.
  • Collate data and conduct AAR with team to review the capture, successes and shortfalls.
  • Analyze aggregated data to evaluate relevance: Accuracy, Timeliness, and Pertinence.
  • Develop informed recommendations for consideration (best practices, AARs, and research for integration into classroom and training products).
  • Develop Lessons Learned (LL) Report.
  • Present L&BP to inform DOTMLPF analysis/considerations aligned with USAICoE Reg 350-70.
  • Capture LL process successes and failures.
  • Push LL Report to the MI LL Forum for discussion/interaction across the force and further analysis.
  • Post to LL Collaboration Portal and Joint Lessons Learned Information System (JLLIS)
  • Present findings/recommendations to DOTD Discipline Technical Advisors and Doctrine Developers.
  • Participate in DOTD ADDIE Process, Critical Task Site Selection Boards (CTSSB), Doctrine, and NCOA discussions.
  • Participate in the CDID Solutions Analysis DOTMLPF Assessment.
  • Support the Integration Process aligned with USAICoE Reg 350-70.
  • Publicize L&BP in established Army and MI professional bulletins and LL forums.
  • Continually seek to improve the current Lessons Learned Process to yield the greatest institutional and operational impact.
Minimum Requirements
  • Active TS/SCI security clearance.
  • Proficient in Microsoft Office Products.
  • Knowledgeable of Army Regulations.
  • Experience supporting a military service or joint- level Lessons Learned.
  • Possess a bachelor's degree or higher from an accredited college/university, and/or
at least 7 years' experience in, or supporting, a military or intelligence community Lessons Learned position or program (government or civilian).
  • Graduate of the Center for Army Lessons Learned (CALL) "Lessons Learned Course" either on-line or in residence.
  • Experience supporting the Army LL Forum procedures or events (General Officer Steering Councils, Council of Colonels, and Action Officer Working Groups).
  • Experience supporting or conducting MI or other Army-organization LL Forum procedures or events.
Preferred Skills/Knowledge
  • Experience related to current MI Doctrine, recent (draft) changes and fielding of the Army Field Manuals, Army Regulations and Department of Defense Directives (DoDD) relating to Intelligence Operations where applicable.
  • Knowledge of current intelligence systems and capabilities.
Physical Demands
  • Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
  • Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances.

  • Substantial movements (motions) of the wrists, hands, and/or fingers.
  • Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
