Purpose

This position reports to the Senior Director, Rates and Regulatory Strategy and is responsible all regulatory affairs and rates for Liberty's gas and water utilities in New York. The Director will lead a team of regulatory professionals and be responsible for effective engagement with state regulators and key stakeholders to advance Liberty's interests and initiatives, the preparation of rate cases and compliance filings, and development of regulatory strategy. This position is a key member of the Senior Management team and will be expected to closely partner with the New York state president to develop and execute regulatory strategies. The incumbent will also work with Liberty's corporate leadership to align state and corporate-wide and to serve as a subject matter expert for New York regulation.

Accountabilities
  • Responsible for all regulatory activities in New York and serve as thought leader on issues related to ratemaking and regulation.
  • Oversee preparation and submission of timely, accurate, well-organized, effective regulatory filings to the New York Public Service Commission and other regulatory agencies.
  • Lead a team of regulatory professionals responsible for all compliance and rate matters
  • Foster and maintain cooperative relationships with regulatory authorities and stakeholders
  • Establish credibility required to serve as a trusted advisor to state and regional leadership.
  • Work with senior leadership to define corporate and state regulatory strategies and be accountable for their implementation
  • Overseetracking for the regulatory compliance filing requirements associated with all aspects of utility operation.
  • Research and monitor changes in laws and regulators and provide update to management on key changes and ongoing development in proceedings before regulators.
  • Represent Liberty as a witness before the Commission, other regulators, and governmental agencies.
Education and Experience
  • Completion of relevant university/college degree/education
  • Advanced degree or certification is desirable
  • 10 or more years in a role focusing on utility regulation, regulatory strategy, or utility finance
  • Team leadership and experience building and developing teams
  • Deep understanding of the regulation of utilities and ratemaking
  • Demonstrated ability to establish and foster productive relationships with regulators and other key stakeholders
  • Ability to interact effectively with senior management including presentations, written communications, and internal relationship-building
  • Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence
  • Previous experience as an expert witness
