Responsibilities

The Financial Manager is responsible for the preparation, management, implementation, and reconciliation of budgets, financial transactions, grants, and contracts within the Metropolitan Policy Program (Metro) with minimal supervision. This includes project-budget formulation, revenue forecasting, drafting grant proposal budgets, grant monitoring, expenses tracking, financial reporting to donors, drafting contracts, and other administrative tasks as requested.

Budget Formulation and Grant Monitoring (55%)

  • Monitors grants, pledges, and cash flow to allocate revenue accordingly and compliance with grant terms in the portfolio.
  • Drafts annual budgets and forecasts for a portfolio of projects in close consultation with the supervisor using PeopleSoft and the Brookings Budgeting and Reporting System.

Contracts (20%)

  • Drafts and/or reviews research contracts, memorandums of understanding, funding contracts and all other contractual agreements and works with OGC on contract language.

Financial Admistration and Procurement Management (25%)

  • Processes and/or approves credit card transactions, requisitions, invoices, travel expense claims and other financial transactions.
  • Serves as a liaison with other finance staff, other research programs, and departments including: Central Development, Accounting, Grants Administration departments, as well as the Office of the General Counsel (OGC).

Qualifications

Education/Experience Requirements:
Bachelor's degree required; some business and accounting courses strongly preferred. Minimum of five years of combined administrative and financial coordination experience required. Background in a research, academic, financial or non-profit setting is preferred.
