Responsibilities Noblis ESI is seeking a Project Engineer for their Chantilly, VA location. Provide Systems Engineering Technical Assistance (SETA) to the PM/COTR: -The Project Engineer will serve as program support to the Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects -Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs -Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule -Serve as technical expert in sense making -Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support -Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers -Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph Client Engagement · Contribute to large capture strategies, actively engage with clients, and market Noblis capabilities externally
· Foster appropriate identification and selection of business development opportunities, and provide thought leadership to help shape future work
· Win 2 task orders, identify big bets or take responsibility for a re-compete Qualifications Bachelor's degree in Business, Science, Technology, Engineering, or Mathematics and 5+ years of relevant experience (4 additional years of experience can be used in lieu of degree) -Minimum of 4 years' experience working with the DoD and the IC -Ability to facilitate commonality within Ground mission areas by defining, architecting, and integrating a multi-INT/multi-sensor ground enterprise with specific knowledge of cross platform collection, SIGINT, GEOINT, MASINT, Multi-INT, OPIR, or ground software platforms or frameworks -Possess strong project management discipline in one or more of the following focus areas: Architecture and Requirements Development, Readiness, IV&V, and transition to operations; Risk Management, Configuration Management, Technology Planning and Insertion, and Performance Assessment -Track and respond to office tasking, build and present program briefings and update project schedules and calendars -Familiarity with project management, scheduling, requirements, and program office functions -Ability to work independently with minimal supervision and perform other duties as assigned -Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously -Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment -Must be able to demonstrate excellent relationship building and management skills -Must be able to travel -Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph #Glad Overview Noblis and our wholly owned subsidiary, Noblis ESI , tackle the nation's toughest problems and apply advanced solutions to our clients' most critical missions.
