Required Skills System Administration of an Electronic Document System Knowledge of Common Electronic Document Formats Expertise with Document Import Process Expertise with Document Setup and Workflow into EDM System System Backup Process for Electronic Images Microsoft Active Directory Microsoft SQL Databases SQL EDM Application Integration for the Import and Retrieval of Documents Responsibilities Responsible for the administration, analysis, design, implementation, modification, and upgrade of agency electronic document management (EDM) system. Ensures maximum system uptime for critical components and backup of EDM system with a primary focus on supporting OpenText Application XtenderWeb Xtender and Kofax Capture. Possesses a strong understanding of systems programming, graphical user interfaces and control languages. Prepare and maintain system documentation for imagining systems supported. Maintain current listing of supported scanners and desktop peripherals. Diagnoses, isolates and debugs EDM problems and performs problem resolution. Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 and Tier 3 technical support. Modifies andor debugs vendor-supplied utilities and packages. Programs. Develops electronic document digital forms and workflows, business rules, and developmentenforcement of retention schedules following IT security policies and standards. Performs work that is highly complex and varied in nature. Develops integrated solutions to resolve highly complex technical and business issues. Works with IT application development staff to integrate enterprise applications and with the EDM system for retrieval and import of documents, keywords, and records. Specific EDM Programmer duties and responsibilities will include but are not limited to the following Administrative support and monitoring of OpenText Application Xtender v16.6 Administrative support and monitoring of Kofax Capture Servers Create Kofax Capture processes along with associated scripting Assist with EDM upgrade from its current v6.5 environment to the latest version as well as the migration of the EDM environment to the State IT Data Center Perform complex programming functions, assistance, and technical advice including design architecture, configuration, writing, testing, and documentation to complex programming of agency systems as assigned. Ensure maximum system uptime for critical components to ensure business continuity. Diagnoses, isolates and de-bugs problems and performs problem resolution. Integration with Microsoft Active Directory for user access and permissions Assist with OpenText Application v6.5 upgrade to v16.5 Assist with migration of EDM server environment from flat network to segmented network Monitor production image imports from third party vendors Assist with document image migration to HDI storage environment Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support. Prepare and maintain system documentation for forms and imagining systems supported. Work in a collaborative effort to conceptualize total systems andor product solutions currently in place and remediation to system environment residing at the State IT Data Center. Ability to plan, organize, review, implement associated project milestones to completion. Recommend and assist in the design of system architectures to align with organizational strategic business objectives. Requires mastery technical and business knowledge in multiple disciplinesprocesses. Provide updates to the Project Team. Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. The candidate will work closely with the Office of Information Technology, ECM Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The position will work with program area team members to ensure that all business requirements are met to support the EDM system. The position promotes agency initiatives and adheres to Information Technology application development standards to support business operations. This will also include implementation of new security policyprocedures as well as integrating systems when possible to streamline staff workflows, user security, and data correction.
