Strategic Management Consultant Arlington, VA Security Clearance Requirement: Current TS plus the ability to obtain DHS Suitability Culmen International is hiring a Strategic Management Consultant to provide support for the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA), Cybersecurity Division (CSD). CISA coordinates security and resilience efforts using trusted partnerships across the private and public sectors and delivers technical assistance and assessments to federal stakeholders as well as to infrastructure owners and operators nationwide. CSD leads efforts to protect the federal ".gov" domain of civilian government networks and to collaborate with the private sector - the ".com" domain - to increase the security of critical networks. The position requires someone who is highly self-motivated, professional, creative, and capable of managing their work-load and prioritizing tasks in a fast-paced federal government environment. Big 4 management consulting experience is preferred. Roles and responsibilities include: Provide strategic planning, critical thinking, and program management expertise to building new or surged initiatives to CSD. Identify key stakeholders, and research related issues/concerns of key stakeholders, from which to conduct necessary engagement for new or surged initiatives. Developing plans, communications material, and support material for engaging Fed leaders, the interagency, and key stakeholders on new or surged initiatives. Analyze, advise, develop strategies and solutions to incorporate new or surged initiatives into the full portfolio of technical CSD projects. Draft support documentation as necessary to support the continued success and sustainment for new or surged initiatives, including but not limited to Standard Operating Procedures, templates, analyst guides, training documentation, product catalogues, metadata processes and procedures, and metadata. Support Federal staff to develop appropriate performance requirements and metrics for new or surged initiatives aligned with CSD, CISA, and DHS high-level objectives. Evaluate the scientific and engineering credibility of proposed technical projects and deliverables for new or surged initiatives; Facilitate and document meeting notes, summaries of conclusions, and project management and task tracking for new or surged initiatives. Developing preparatory materials such as talking points and briefing memos to prepare CISA staff to engage with stakeholders for new or surged initiatives. Provide administrative and logistics support to CISA for external engagements, including meetings under the auspice of Critical Infrastructure Partnership Advisory Council for new or surged initiatives. Draft documents and responses to tasks, which require the application of technical and analytical writing skills for new or surged initiatives. Assist Federal staff in conducting in-depth studies and writing reports on topics identified driven by requirements as determined by CISA leadership, subcomponents and other external customers. Requirements include: US Citizenship. Current Top Secret security clearance PLUS ability to obtain DHS Suitability. MA/MS from accredited university. Minimum 10 years of relevant experience. Big 4 management consulting experience preferred. Demonstrated experience in Project Management. Advanced proficiency in Microsoft Office suite of tools Experience with Microsoft Project, Microsoft Access, JIRA, and MacOS preferred. Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities. Strong written and verbal communication skills including interpersonal skills. Embrace teamwork and collaborative work environments. Ability to execute assigned tasks with no oversight – well organized, self-motivated, and disciplined.
