JIMAR PIFSC FRMD DATA APPLICATIONS DEVELOPER – ID# 220313. Joint Institute for Marine and Atmospheric Research. Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. MONTHLY SALARY: Salary commensurate with qualifications. DUTIES: Performs a wide variety of software development and data management functions and responsibilities for Western Pacific Fisheries Information Network (WPacFIN) projects, which includes the design, development, testing, implementation, documentation and maintenance of new or improved web-based and desktop applications for fisheries data processing to access information from the Center’s MySQL databases and Oracle-based enterprise data management system (EDMS) in accordance with the scope, needs, and mission of the Center. Uses database tools and programming languages in MySQL/Oracle environments and modern Javascript frameworks to design systems and applications, perform data modeling, ingest and import/export data, develop reports, review code and carry out data processing tasks typically used in scientific applications supported by personal computer (PC), Local Area Network (LAN), fileserver and internet environments. Shares database administration, configuration, and maintenance responsibility for the WPacFIN MySQL databases. Provides technical support for in-house developed software and online support and training to agency partners within WPacFIN. Helps implement planned development between WPacFIN, Western Pacific Regional Fishery Management Council (WPRFMC) and fisheries agency staff in Hawaii and the territories (Guam, American Samoa and the Commonwealth of the Northern Mariana Islands). PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Information Science, Information Systems Management, or related field. (Bachelor’s Degree from an accredited four (4) year college or university with at least 24 credit hours of undergraduate instruction in Computer Science, Information Science, Information Systems Management, or related field may substitute for a Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Information Science, Information Systems Management, or related field.) EXPERIENCE: Three to five (3-5) years of professional work experience in programming, utilizing modern languages, scripts, and editors to develop fully integrated applications for both the web and personal computer (PC) environments; designing, developing, documenting, and supporting relational database applications with client/server databases, web applications, and graphical user interfaces for relational databases; and using database and web development tools (preferably MySQL Workbench, Oracle SQL Developer, or equivalent). Professional work experience must also include experience in requirements gathering for application development; experience in the primary data management functional areas of data collection, data capture, data processing, data quality control/assurance, data maintenance, data access, data archival, and data dissemination; and experience with metadata procedures, data integration, data manipulation, data parsing, data auditing, and managing large data sets. ABIL/KNOW/SKILLS: Knowledge of relational database design and programming, relational database management software, such as Oracle and MySQL, and graphical user interface design and conventions. Knowledge of and proficiency with programming languages, including SQL, C# (or any object-oriented language such as Java) and HTML5, CSS3, and JavaScript. Knowledge of desktop development, web servers, frontend web application development, and JavaScript frameworks. Knowledge of electronic data processing procedures and methods used in data management and computer programming (e.g., data handling, storage, processing and documentation). Knowledge of methods and techniques to perform data processing tasks in a variety of situations using complex relational models. Demonstrated knowledge of Windows, Microsoft Office, software development tools, scripting and versioning software (e.g., Subversion, Git). Knowledge of the use of personal computers and peripheral equipment and networking and personal computer conventions. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Possesses strong problem- solving skills. Ability to prepare clear, detailed, and complete documentation. Demonstrated ability to work independently in a deadline-oriented environment. Demonstrated skills in providing programming support in SQL, C# (or any object-oriented language such as Java), HTML5, CSS3, JavaScript, and database form and report generators. Ability to design, create, maintain, document, and manage large and complex data management systems. Ability to develop database applications and web applications PC environments. Proven ability to develop internal and public facing database-driven applications and programs, including web-based applications. Ability to document and maintain detailed functional, technical and system documentation, as well as develop reports, user manuals, and training materials. Demonstrated skills in the design and development of tools and applications for relational databases. Ability to prepare well-organized and complete documentation of developed systems and procedures.
