Leidos is actively hiring for a Senior Program Analyst / Global Force Management Officer to join our team at MacDill AFB in Tampa, FL.

The Senior Program Analyst / Global Force Management Officer will provide Global Force Management (GFM) analysis services supporting US Marine Corps Forces Central Command (MARCENT). 

JOB SUMMARY
GFM includes, but is not limited to:

  • Force management requirement review, generation, and analysis; record keeping and historical requirement management. 
  • Conduct appropriate coordination to identify capabilities, align requirements for Relief in Place/Transfer of Authority (RIP/TOA), and draft guidance for the force.
  • Maintain a SharePoint page tracking all requirements and authorities for force deployment.  Identify the strategic, operational and tactical level implications and requirements supporting the latest arrival date (LADs).
  • Develop detailed Deployment Information Messages (DIM) for all USMC inbound forces NLT 90 days prior to deployment.  

Primary Responsibilities

             

Conduct daily review of US Central Command’s (CENTCOM) Emerging Force Requirements for Marine Corps equities for sourcing and employment.

Coordinate Emerging and Rotational Force Requirements with Marine Corps Joint Force Provider and sourcing commands to ensure the Marine Corps is fulfilling CENTCOM’s needs.

Conduct annual requirements review.  Make recommendations and validate Marine Forces needed to support CENTCOM in accordance with Global Force Management Allocation Plan (GFMAP).

Analyze Service Sourcing recommendations for suitability for CENTCOM requirements.

Lead the Force Management Working group which consists of field grade representatives from each primary staff section and select special staff officers.

Be able to lead an Operational Planning Team (OPT).

Provide Subject Matter Expert advice to the G-3 Future Operations Officer, Deputy AC/S G-3 and G-3 on GFM. 

This shall require access to all sources and classifications of information, from unclassified to the TS/SCI level.

Experience with Force Management tools to include Joint Capabilities Requirements Manager (JCRM), MARFORCOM Playbook and CENTCOM Force Requirements Enhanced Database (FRED).

Maintain the MARCENT Force Management web portal using Sharepoint.

BASIC QUALIFICATIONS

-15 years of military experience.

-5 years of experience working the GFM process.

-3 years of experience on a Service Component or Combatant Command staff.

-Understanding of the Marine Corps Planning Process.

-Possess an active TS/SCI clearance.

-Able to apply mature judgment, have a high degree of initiative, and persistence.  Experience in organizing and delivering briefings and ability to encourage understanding and acceptance of recommendations to key/top officials is desirable. Experience in synchronizing staff actions across staff sections.

-Able to exercise originality, sound judgment and persistence in developing new approaches, concepts and methods in areas where few historical precedents are available to provide guidance.

-Ability to manipulate all Microsoft Office programs to include MSWord, Outlook, PowerPoint and Excel.

PREFERRED QUALIFICATIONS

-15 years of uniformed USMC experience.

-Command and Staff College graduate.

-JPME II graduate and/or Joint Qualified Officer with thorough understanding of joint service force structure and service capabilities.

-10 years of experience on a General Officer/Flag Officer staff at the Action Officer or Staff Principle level.

-Experience working on CENTCOM and/or MARCENT staffs.
